Minister of State for Climate Change Shezra Mansab Ali Khan Kharal on Tuesday informed the National Assembly that the government is actively promoting solar energy and clean power through a balanced and sustainable policy. Responding to a calling attention notice, drastic change in net metering policy for solar prosumers and decision to propose 18% tax on solar panels, she said Pakistan has introduced policies to support renewable energy in line with global practices, adding that the government remains committed to expanding clean energy initiatives.
She said the country’s updated climate commitments show a clear move towards sustainable energy, including a decision not to set up new power plants based on imported coal. The minister said Pakistan would instead use its local coal resources while gradually shifting to cleaner energy sources.
She noted that earlier policies, such as net metering, helped promote solar energy and led to increased public interest and wider adoption of solar systems. She said the revised policy aims to balance benefits for consumers with the overall stability of the energy sector, while also protecting investor confidence.
She clarified that consumers and investors who had signed agreements under previous policies would continue to receive benefits under those contracts until they expire, after which new rules would apply.She added that solar energy remains beneficial, as consumers can use affordable electricity during the day and sell extra power to the national grid.
While acknowledging that the payback period for solar investments may increase slightly under the new policy, she said such projects are still financially viable and attractive. She reiterated that the government’s goal is to ensure long-term stability of the energy sector while continuing to promote clean, affordable energy across the country. — DNA
