MUTA calls for incumbent VC probe for tempering, manipulating in University’s draft statutes

The Malakand University Teacher Association (MUTA) wrote a letter to Chief Minister Mehmood Khan to suspend and initiate inquiry against the incumbent vice-chancellor for manipulating and tempering in university draft statutes to acquire the status of meritorious professor.
The association explained in the letter that a committee in the university has been tasked to draft statutes as per the provision of Khyber Pakhtunkhwa Universities Model Statutes 2016 and Khyber Pakhtunkhwa Universities Model Act, 2012 (Amended, 2016).
However, when the draft was presented to the syndicate body of the university it was found that certain clauses have been manipulated and tempered.
They alleged that HEC policy for meritorious professor BPS-22 has been tempered in the presented draft to make the incumbent Vice Chancellor Professor Dr Gul Zaman eligible for the meritorious professor (BPS-22).
“The HEC statutes and policy for meritorious professor BPS-22 has been violated in the presented draft statutes. It seems that this violation has been incorporated in draft statutes to make the incumbent Vice Chancellor Professor Dr Gul Zaman eligible for the meritorious professor (BPS-22),” the read statement.
The statement of the letter further said that the BPS-21 grade created for administrative officers while BPS faculty members have been deprived of promotion, additionally faculty support staff cadre has been created in violation of HEC policy for BPS appointment.
The draft statutes of the university inconsistence with Khyber Pakhtunkhwa Universities Model Statutes 2016 and other KP universities statutes as it violated rules for pension, insurance, gratuity, provident fund and benevolent fund statutes for the employees of the university, it added.
“Some very important statutes have not been made part of the document and are missing in the draft.
For example, Audit of Accounts Statutes, University’s Constituent School Teachers, and BPS-16 and above Promotion & Scales of Pay Statutes, Form and Manner for Maintenance of University Accounts Statutes, Employees medical Attendance Statutes etc,” the letter read.
The association has demanded of the provincial government to rectify the tempered and manipulated statutes draft and then place it again before the syndicate, they added, that the victimization of faculty from the VC and his administration should stop immediately.
Further, it is pertinent to mention here that association in its letter alleged the allotment of the VC House to himself as professor by violating the seniority of other professors and to occupy it till his retirement, and at the same time construction of a new VC house spending Rs. 17 million.
The VC Professor Dr Gul Zaman has also been accused of a dubious experience certificates from South Korea and his promotion to full professorship in his own tenure as VC.
