\n PESHAWAR
\nThe Khyber Pakhtunkhwa (KP) government recently posted a number of senior officers of the Pakistan Administrative Service (PAS) on key posts in the province.
\nThese officers have been transferred from Sindh and Punjab provinces under the rotation policy.
\nHowever, a number of issues surfaced during their adjustments on important posts in the province.
\nProvincial civil service officers have also shown reservations over the issue and also a test case for the new chief secretary of the province Shehzad Khan Bangash.
\nA notification issued by the establishment department on December 10 clearly indicates that the stance of the provincial civil service is lawful and the government should address their grievances on war footing.
\nAccording to the aforementioned notification, Grade 21 PCS Officer and secretary establishment KP Zakir Hussain Afridi has been replaced by Iftikhar Ali Saho, Grade 21 Officer of PAS Group.
\nZakir Afridi was replaced several times in a year.
\nIt is also a fact that senior PCS executives and Secretariat group officers in Grade 21 have been posted in non-attractive positions in the province for a long time.
\nSimilarly, Khayyam Hassan, a Grade 21 PCS officer, posted Secretary Auqaf Farrukh Sair, Chairman Provincial Inspection Team (PIT) and Syed Alamgir Shah, Secretary Population Welfare.
\nIn the same notification, the provincial government has issued orders of special secretary finance and PA-AS Group officer Shah Mehmood Khan on deputation as secretary planning and development KP.
\nHe was replaced by Safeer Khan as PA-AS Group officer on deputation as Special Secretary Finance.
\nThe PMS Officers Association of Khyber Pakhtunkhwa has expressed reservations over the decision and penned down a letter to the Chief Minister.
\nThey demanded the CM to revoke the postings and transfers of the officers posted on deputation at scheduled posts and officers working on deputations should report to their parents departments.
\nInterestingly, the establishment division also sent a letter to the KP Government to repatriate Farooq Jamil (IRS) Group, special secretary health department as he had occupied the post on deputation for the last five years.
\nHowever, no action has been taken in this regard.
\nThe culture of deputation has rooted deeply in the civil bureaucracy which has affected a number of senior and talented officers of the province. However, the chief secretary has the final authority to roll back the culture of deputation in the province. He can also take action to repatriate the officers who have been working on scheduled posts as deputation officers.<\/p>\n","protected":false},"excerpt":{"rendered":"
