\nThe annual Monitoring and Evaluation (M&E) report 2019-20 observed that completion of two important projects worth billions of rupees in agriculture and livestock sectors was delayed due to \u2018weak coordination\u2019 and \u2018poor planning\u2019 as well as carelessness of the department concerned.
\nIt is to note here that the M & E annual report 2019-20 prepared and issued by the Planning and Development (P&D) department Khyber Pakhtunkhwa (KP).
\nThe report has analysed the progress of ADP schemes during 2019-20.
\nThe report highlighted that the Agriculture, Livestock and Cooperative department KP in district Swabi had declared a project completed in its official documents.
\nHowever, when the M & E team visited the site it was found that work on site was still incomplete.
\n \u201cThe M&E Team observed during the visit that work on site was still incomplete and the remaining work was paid in advance to the contractor which ultimately affects the quality as well as completion of the scheme.
\nThe procurement against the revenue head was made and the procured items were dumped at Peshawar office due to incomplete work at site,\u201d the report revealed.
\nSimilarly, another important project of the KP Agriculture department \u201cCulturable Waste Land Development in Khyber Pakhtunkhwa\u201d was initiated to develop 5600 hectares of agricultural land for 2200 farmers.
\nHowever, due to poor planning on part of the department the objectives of the project could not be achieved.
\n\u201c The M&E Team observed that the land was leveled and developed for farmers but was not utilized for agriculture practices till date which ultimately cause the non-achievement of the objective i.e. to generate an additional income of PKR.50.000\/-per hectare from the newly developed land as per PC-1 of the project,\u201d the report revealed.
\nMoreover, the land specified for the farmers under the project did not even attain any source of water for irrigation and after a few months the said land was turned into Barani land area.
\nAgriculture department\u2019s planning process has failed, which has led to a situation where completion of both projects has been delayed for years and their cost has soared.
\nDuring the reporting year, the M&E teams monitored a total of 26 projects of the Agriculture, Livestock and Cooperative Department KP.<\/p>\n","protected":false},"excerpt":{"rendered":"
