\u2013House will take up no-confidence motion in next session
\n ISLAMABAD
\nAs per the expectations, the National Assembly speaker adjourned the assembly session till Monday (March 28) saying that the proceedings on the opposition\u2019s no-confidence motion will take place during next session.
\nThe Friday\u2019s session which was presided over by Speaker Asad Qaiser and lasted for hardly 15 minutes started with the recitation of Holy Quran.
\nThen the house offered Fateha for the departed souls of PTI MNA Khayal Zaman from Hangu, former president Rafiq Tarar, MNA Tashfeen Safdar\u2019s late father-in-law and for those who were martyred in the Peshawar imambargah bombing. Federal Minister for Religious Affairs Noorul Haq Qadri offered Dua for the deceased.
\nAfter Dua, the speaker adjourned the house till 4pm on Monday. In a short address to the assembly, Speaker Qaiser said it was a parliamentary convention that when a member of the National Assembly dies, the session of the house is adjourned without any further proceedings.
\n\u201cKeeping up the same tradition, the house is being adjourned today. However, the no-confidence motion will be proceeded as per the law and constitution in the next session,\u201d the speaker said.
\nThe opposition registered their protests against the speaker\u2019s abrupt adjournment of the session. As soon as Religious Affairs Minister Noorul Haq completed the Dua, Leader of the Opposition and PML-N President Shehbaz Sharif quickly got up from his seat and tried to speak in his mike.
\nSpeaker Asad Qaiser, however, was acting as per his plan ignoring everyone and denying Shehbaz Sharif to speak and he started reading his announcement giving reasons for putting off the proceedings abruptly.
\nSoon after completing his announcement, Asad Qaiser rose from his chair and headed towards his chamber. This prompted the Opposition members to raise voices to register their protest. Speaker Asad Qaisar also announced the names of six members as panel of presiding officers for the 41st NA session.
\nIn pursuance of sub-rule one of rule 13 of Rules of Procedure and Conduct of Business in National Assembly 2007, the Speaker announced the names of MNAs Amjad Ali Khan, Munaza Hussan, Imran Khattak, Sardar Ayaz Sadiq, Ghulam Mustafa Shah and Sabir Qaimkhani.
\nThese members shall chair the House proceedings in order of precedence, in absence of the Speaker and Deputy Speaker. Before the assembly session, Senate Chairman Sadiq Sanjrani held a meeting with NA Speaker Asad Qaiser at his chamber. They exchanged views on current political situation.
\nThe administration imposed Section 144 around the Red Zone area banning entry of all irrelevant people. Police, rangers and officials of FC were deployed for the security of the area. The crucial session of the National Assembly with no-confidence resolution on the agenda commenced at 11amwith Speaker Asad Qaiser in the chair.
\nEarlier, PPP Co-Chairman Asif Ali Zardari, Chairman Bilawal Bhutto Zardari, PML-N President and Opposition leader in the National Assembly Shehbaz Sharif, Shahid Khaqan Abbasi, Naveed Qamar and leaders of other opposition parties reached the Parliament House.
\nTalking to media outside the Parliament House, Zardari in a confident manner said: \u201cIn Sha Allah everything will be ok.\u201d Shehbaz told the reporters that the opposition would finalize the strategy regarding the no-trust motion today. He ruled out settling matters through backchannel.
\nBilawal Bhutto said that the victory or defeat was in Allah\u2019s hands. \u201cBut we are fully prepared. Let\u2019s see what we will do,\u201d the beaming PPP chief told the reporters. PPP\u2019s Naveed Qamar on the occasion said if the assembly session was held as per the law and constitution, then the process to remove the PTI government would start from today.
\nPML-N leader Abbasi said that they had no hope that the Speaker would allow the no-confidence resolution to be move today. \u201cIf the no-trust motion is passed, Prime Minister Imran Khan will go home straight from assembly,\u201d he added.
\nThe opposition parties\u2019 members came to the Parliament House to hold a parliamentary meeting before the assembly session. As many as159 lawmakers belonging to the opposition parties attended the meeting.
\nBoth the opposition and government have chalked out their strategies for the session. The opposition has decided to hold a power show in case National Assembly Speaker Asad Qaiser adjourned the session indefinitely. There is also a chance of forceful protest in the possible event of the house adjournment.
\nThe ministers are of the view that the speaker has the authority to adjourn the assembly. But the opposition has said that the speaker has already broken the law by calling the assembly session late, after the passage of more than 14 days as the requisition for summoning the session was submitted by the opposition on March 8.
\nSpeaker Asad Qaiser on Wednesday said in his tweet that as the custodian of the National Assembly of Pakistan he would fulfil his constitutional obligations and would proceed in accordance with Article 95 of the Constitution & Rule 37 of the Rules of Procedure and Conduct of Business in the National Assembly, 2007.
\nHowever, it is pertinent to mention here that in today\u2019s session, the no-trust resolution may not be laid for discussion as the parliamentarians would hold a prayer for the late PTI MNA Khayal Zaman who died on Feb 14.
\nIt is the parliamentary tradition that the first sitting after the demise of a member of the National Assembly is dedicated to prayers for the departed soul and the fellow MPs pay their tributes to the deceased.
\nThe National Assembly Secretariat on Thursday issued a 15-point agenda for the NA session which also included the no-trust resolution.
