Is it  the failure of state institution not to trace Mudassar Naro. Federal government and provincial governments were to see this all. Can any one be made missing without their willingness.  it can not be done  so.<br \/>\nCJ IHC remarked  it is incompetence of state  if people go missing. Then they are not traced.  Terrorism clauses are applied to enforced disappearance. If state institutions are not under control of executive then executive is responsible.
