Interior minister should appoint a retired judge of high court as head of inquiry committee.<br \/>\nDuring the physical remand of Shahbaz Gill, police officer holding rank of SSP will supervise it. The supervising officer should ensure that no torture is inflicted on Shahbaz Gill during physical remand. On the arrival of Shahbaz Gill in Adiala Jail it was written by medical officer in register that several injury marks and wounds were found on his body.<br \/>\nIt was also mentioned in the written order that medical check up of Shahbaz Gull should have been conducted immediately as per prisoners rules<br \/>\nJail authorities were bound under law to submit report of the matter to Sessions judge or incharge prosecution. Jail authorities neither informed the Sessions Judge nor Advocate General about violence against Shahbaz Gull. Medical board was constituted on August 13 and 15 for medical check up of Shahbaz Gill.<br \/>\nAccording to police Shahbaz Gill refused to undergo medical check up by medical board. Medical board gave report on the health of Shahbaz Gill. However it did not make mention of torture. No onc can be allowed to torture the accused in the guise of collecting evidence. Constitution and courts are custodians of the rights of the prisoners besides protecting them against the torture.
