\nChief Justice (CJ) Islamabad High Court (IHC) Athar Minallah has remarked Islamabad is capital of Pakistan and not Tora Bora and if some one is lifted from here then sector commander will be responsible. .
\nThe CJ IHC gave these remarks during the hearing of a missing person case here Monday.
\nIHC wrapped up the petition on recovery of missing person Munib Farooq Akram here.
\nThe court directed IG Islamabad to probe into the matter and file report thereof within two weeks.
\nThe case came up for hearing before single bench of IHC presided over by CJ Athar Minallah here Monday.
\nThe court inquired from the representative of ministry of defence during the hearing of the case \u201c tell us why it is happening so. Who is responsible for it. If some one is lifted from premises of Islamabad then sector commander will be responsible too. If CTD Punjab lifts even then court will ask from sector commander. Islamabad is capital of Pakistan and not a Tora Bora.
\nThe representative of ministry of defence told the court we asked our agencies to ascertain about missing person following the orders of this court and it came to knowledge after investigation of both the agencies he is not held by our these two agencies.
\nThe court remarked our intelligences are among the best intelligence agencies of the world. If any citizen is lifted then it is job of agencies to ascertain about them. It is not job of agencies to tell this only they are now with them. Now you should tell who is responsible for it. This court has fixed the responsibility in its detailed judgment. Had this boy been not found then the court would have held responsible all of them. You are directed to read it. If some one is lifted from the limits of Islamabad then sector commander will too be responsible. Thanks God this boy has returned safe. Had he not come then.
\nPolice took what action against the SHO from whose jurisdiction this boy was lifted. As to why we should not hold responsible from IG to SHO. This is capital and not Torabora. Can it be done so easily that they come and lift the boy at night.
\nThe court inquired from the recovered citizen Munib Akram who is he and where he was.
\nMunib Akram told the court \u201c I am Hifiz Munib Akram. Some people lifted me from my home on August 19 at night. They took my mobile and lap top and checked them I was threatened. I went to my village for fear and closed my mobile. I returned to home on October 01.
\nThe court inquired who lifted you.
\nHe replied I don\u2019t know. Some people had come in civil clothes.
\nThe court remarked SHO Sahb what is happening in your area.
\nThe court while addressing Munib Akram remarked when they left you after six hours then why you did not inform your family members.
\nThe citizen told the court had I told my family members they would have brought me back. I was fearing they would lift me again.
\nThe court while expressing annoyance with police DSP legal \u201c don\u2019t tell the stories. The CTD is doing such things in the jurisdiction of court after coming from outside. The court will not tolerate such incidents. It is not known this boy is speaking the truth or lying. No one has any courage to do such things without telling DSP and SHO. State has employed you for the protection of the citizens.
\nThe court inquired from additional attorney general tell us what we should do with regard to this case.
\nAdditional Attorney General told the court if this happens despite court\u2019s orders then it is failure of the state.
\nThe court remarked if the state is failed then some one else dare how. The court knows that such things are impossible to be done without bringing them into knowledge of police.
\nThe court while ordering IG Islamabad to probe into this incident within two weeks remarked the IG Islamabad should investigate the matter within two weeks and file report thereof with registrar office.
