It is appropriate that the same judge should hear this petition too.<br \/>\nThe petitioner has taken the plea EC is an administrative institution. Its mandate is to hold  election and  conduct delimitation of constituencies.<br \/>\nThe petition further said EC can neither  use judicial powers nor has it legal powers to disqualify any one directly. EC disqualified Imran Khan in Toshakhana case.Imran Khan appeal plea against EC decision is pending hearing in LHC.
