\nFederal Minister for Finance Senator Ishaq Dar has said that the government cannot release funds for elections in Punjab and Khyber-Pakhtunkhwa without following the procedure mentioned in the Constitution, adding that the State Bank of Pakistan cannot give money on its own.
\nAddressing a session of the National Assembly on Wednesday, Dar said that the Election Commission of Pakistan (ECP) has asked for a budget of Rs54 billion for the 2022-23 general elections, which is significantly higher than the allocated amount of Rs5 billion.
\nHe also highlighted that there would be an additional expense of Rs14 billion for the early elections, questioning whether the polls can be held within 90 days even if the required funds are disbursed.
\nDespite economic difficulties, he said Rs35 billion are being spent on the current census, which is facing serious challenges. \u201cEfforts are being made to complete the census despite the difficulties,\u201d he added.
\nDar questioned whether Pakistan can afford the current financial predicament for much longer and mentioned that the country is emerging from the worst economic crisis.
\nHe also emphasised that the present government did not put the country in the worst economic crisis and added that in 2018, Pakistan was the 24th emerging economy in the world.
\nDar issued a challenge, stating that if his words were accepted five years ago, the country\u2019s reserves would have been at $24 billion. \u201cWill an apocalypse follow if all the elections in the country were held on the same day,\u201d he questioned and added that a delay of a few months will not make a difference.
\nLaw Minister Azam Nazir Tarar also expressed his views on the issue during his address, saying that a bill was tabled for approval in this regard, but it was rejected by the house.
\n\u201cThe house had already given its decision through a resolution and expressed reservations, directing the federal government not to implement the minority decision [of Supreme Court]. The house has the right to approve the funds or not,\u201d Tarar said.
\nHe said that the house rejected the bill after four out of seven judges rejected the petition in polls delay case.
\n\u201cThe Election Commission is empowered to conduct transparent and impartial elections,\u201d Tarar said.
\nHe said that Article 81, 82, 83, and 84 of the Constitution clearly stated that any money spent in this regard from the national treasury must be approved by the House.
