\u2013Says veto responsible for non-resolution of Kashmir, Palestine issues

\nPakistan looks forward to continuing close cooperation with all our friends in the Commonwealth to focus on promoting sustainable and inclusive development through youth-led action.
\nThis was stated by Pakistan\u2019s Permanent Representative to the United Nations, Ambassador Munir Akram, while speaking at an event co-hosted by Pakistan and Commonwealth Secretariat on the margins of Economic and Social Council Youth Forum at UN Headquarters in New York.
\nHe said Pakistan has a very active policy with regard to youth. He said \u201cThe Prime Minister Youth Program\u201d launched in 2013 has been successful at honing skills and providing opportunities for the youth.
\nAmbassador Munir Akram said that a National Youth Employment Policy is being developed to identify two million direct job opportunities in key sectors. It is estimated that 73 billion rupees are spent each year on business and agricultural loan facilities.
\nHe said this also supplements the distributions of laptops for the young entrepreneurs to enhance accessible communication operations. The Pakistani Ambassador said the Green Youth Parliament, is another programme, which has created clubs across 137 public universities across the country.
\nMunir Akram expressed the hope that the Commonwealth Youth Program will promote not only cooperation amongst ourselves, but also cooperation in order to promote the SDGs and the Paris goals which is under consideration in multilateral organization such as the United Nations.
\nMeanwhile, speaking in a debate marking the first anniversary of the 193-nation Assembly\u2019s landmark resolution that requires the permanent members \u2014 Britain, China, France, Russia and the U.S. \u2014 to justify the use of veto, Ambassador Munir Akram said the Security Council has been paralyzed by the strategic rivalries of its permanent members and the exercise of the veto.
\nMunir told the UN General Assembly that it considers the veto power vested in the Security Council\u2019s five permanent members an important issue that needed to be tacked as part of the 15-member Council\u2019s reform to make it more effective.
\n\u201cIt is precisely for this reason that longstanding disputes such as Kashmir and Palestine could not be resolved,\u201d the Pakistani envoy said, adding that the vetoes in the Council have prevented and hindered the implementation of UN resolutions.
\n\u201cThe final resolution of the issue of the veto will have to be resolved \u2013 not separately \u2013 but as an integral part of the reform of the Security Council,\u201d he added. The 2022 Assembly\u2019s resolution, adopted by consensus, calls for the General Assembly to automatically meet within 10 days if any of the five permanent members uses their right of veto.
\nThe aim is to hold those countries accountable for exercising this special voting power, which allows them to block any Council resolution or decision. This right is enshrined in the UN Charter, the Organization\u2019s founding document, because of their key roles in establishing the global body more than seven decades ago.
\nAll five have exercised the right of veto at one time or another, with 44 vetoes alone since the year 2000.
\nIn his remarks, Ambassador Akram said that experience has confirmed that the abolition or restraint on the misuse of the veto rights of the permanent members will have to be an integral part of the Security Council\u2019s reform, pointing out that it was for this reason that Pakistan \u2013 together with the UfC (Uniting for Consensus) Group \u2013 remains opposed to the creation of new permanent members on an expanded Security Council.
\n\u201cMore permanent members and more veto powers will multiply the likelihood of paralysis and inaction in the Security Council,\u201d the Pakistani envoy told the General Assembly.
\nProgress towards restructuring the Security Council remains blocked as the so-called Group of Four \u2014 India, brazil, Germany and Japan \u2014 continue pushing for permanent seats, while the Italy\/Pakistan-led Uniting for Consensus (UfC) group opposes any additional permanent members.
\nAs a compromise, UfC has proposed a new category of members \u2014 not permanent members \u2014 with a longer duration in terms and a possibility to get re-elected. Besides the five permanent members, the Security Council has 10 non-permanent members elected to two-year terms.
\nNoting the negative power of the veto, Ambassador Akram said this can be \u201cbalanced\u201d by, on the one hand, placing restrictions on the use of the veto, and, on the other, enhancing the role of non-permanent members through larger and perhaps longer representation.
\nAt the same time, the Pakistani envoy said that any measures to restrict or constrain the veto must be in line with the rules of the Charter. Pakistan, he said, remains convinced that the IGN (Inter-governmental Negotiations) process offers the best avenue to reach an agreed outcome on the Council\u2019s reform.
\n\u201cIt is only through patient exchanges, mutual accommodation, and compromises that we can broaden the areas of convergence and reduce the points of divergence and thus evolve a \u2018model\u2019 for the reform that can be accepted by the widest possible majority of member states.\u201d
\nIn his opening remarks, General Assembly President Csaba Korosi said \u201cThe issue of the use of the veto affects the whole UN. And the decisions taken in these halls \u2013 or the lack of decisions \u2013 reverberate world-wide,\u201d adding that \u201cvetoes should always remain the very last resort.\u201d
\nHe said this first-ever formal debate on the veto initiative was being held \u201cto figure out the best ways to exploit this new instrument in our big UN toolbox.\u201d
\nHe urged ambassadors to \u201cask tough questions\u201d and \u201cseek game-changing solutions\u201d, stressing that \u201cthere is no wrong answer, only new ideas.\u201d Korosi also expressed hope that Security Council members can unite and work for viable solutions, going beyond their immediate interests to act responsibly for the sake of peace across the world.
\n\u201cThat way we will never have to fall back on the veto resolution,\u201d he said. \u201cBecause, in my view, it is like an oxygen mask in an airplane: good to have, but best never to be used.\u201d
\nThe General Assembly President said he intends to send the verbatim records of the debate, and all future debates, to the Council President. \u201cToday\u2019s exchange of views cannot be just a pro forma event, or a mere administrative procedure,\u201d he said.
