Abid Zubairi has taken plea in the reply parliament has transgressed the court\u2019s powers by enacting Supreme Court Practice and Procedural law(SCPPL). SCPPL is in sheer breach of the constitutional principle. Under article 191 of the constitution SC wields special powers for making amendments in the rules. Section 6,4,2 of SCPPL relates to formation of benches. Article 6,4,2 of the law constitutes transgression of SC powers under article 191 of the constitution. The principle of distribution of constitutional powers bars parliament from transgressing court\u2019s powers. Article 191 should not be read separately but it should be read with other articles of the constitution related to judiciary. Abid Zubairi has given reference of national and international judicial decisions in his written reply.
