The Shanghai Cooperation Orga\u00adnization (SCO) is a pertinent re\u00adgional organization across the Eurasian Chessboard. Reinforcing strength and connectivity among the regional actors, the SCO stands high on the model of Liberal institutionalism. This theoretical framework pro\u00advided by International Rela\u00adtions discourse guarantees the possibility of cooperation and development among the rationalistic actors through the platforms provid\u00aded by International institutes. This hy\u00adpothesis was validated to be true as the SCO charter rescinded hierarchical or\u00adder within this organization as this or\u00adganization provides a chair of the presi\u00addency to each permanent member state of this organization for a year. There\u00adfore, Central Asian Republics especial\u00adly Kazakhstan fully utilize this regional forum to serve the interest of their peo\u00adple even in the presence of two major powers China and Russia within this organization. This liberal approach ad\u00adopted by the SCO has paved the way to look at the conflicts democratically, which is helpful for gaining consensus between the member states.
\nIndeed, the Shanghai Cooperation Or\u00adganization (SCO) plays a crucial role in fostering economic integration and in\u00adfrastructure development among its member states. For Kazakhstan, which is strategically located at the intersec\u00adtion of Europe and Asia, the SCO pro\u00advides a valuable platform to strengthen trade, investment, and transportation ties with its neighbors. Kazakhstan\u2019s active participation in the Shanghai Collaboration Organization (SCO) ex\u00ademplifies its strategic approach to re\u00adgional collaboration and development. Kazakhstan has played a key role in es\u00adtablishing the SCO\u2019s agenda and pri\u00adorities, particularly in economic co\u00adoperation, security, and connectivity. Kazakhstan\u2019s leadership in the SCO is distinguished by a strategic awareness of the organization\u2019s diversified inter\u00adests, as well as a dedication to promot\u00ading a stable and cooperative geopoliti\u00adcal climate. This is obvious in its efforts to convert the SCO into a more practical and productive platform that encourag\u00ades member states to cooperate more in trade and security. Kazakhstan\u2019s active involvement in projects such as the SCO Business Council and the SCO Develop\u00adment Bank demonstrates its dedication to the organization\u2019s goals. These ef\u00adforts have provided opportunities for member countries to interact on eco\u00adnomic issues and work towards com\u00admon regional development and pros\u00adperity objectives.
\nKazakhstan has also demonstrated a commitment to tackling environmen\u00adtal issues and increasing digital connec\u00adtion within the SCO framework. This comprehensive balancing strategy is consistent with its vision of a sustain\u00adable future and efforts to avoid a geopo\u00adlitical division between East and West. Kazakhstan\u2019s role as SCO chair has also allowed it to push crucial projects, such as the 2025-2027 Programme of Coop\u00aderation on Countering Terrorism, Sep\u00adaratism, and Extremism. However, the lack of large economic projects and fi\u00adnance support systems continues to pose a hindrance to the SCO\u2019s develop\u00adment. To overcome this impediment, Kazakhstan has proposed leveraging the Astana International Financial Cen\u00adtre as a platform for increasing finan\u00adcial and portfolio investments in SCO-funded regional initiatives. This unique method has the potential to open up new avenues for economic cooperation and development in the SCO region.
\nThe stability of Kazakhstan\u2019s foreign policy is proof that a strategic approach to international relations works. Char\u00adacteristically predictable, balanced, and peaceful, the country\u2019s foreign policy has been central to its role as an active influ\u00adencer in organizations such as the Shang\u00adhai Cooperation Organization (SCO) This approach is Kazakhstan\u2019s promise to promote local cohesion is consistent with stability. Therefore, Kazakhstan is expected to continue to adhere to these principles in foreign policy. This stabili\u00adty not only boosts Kazakhstan\u2019s interna\u00adtional credibility but also contributes to regional stability and continued devel\u00adopment. SCO is not only about what Ka\u00adzakhstan is making out of it, for their na\u00adtional interest but also for the region. At the first meeting of the SCO National Co\u00adordination Council in Almaty in August 2023, Murat Mukushev, SCO Country Co\u00adordinator in Kazakhstan, stressed that Kazakh leadership will focus on address\u00ading regional and global issues, role en\u00adhancing organizational growth.
\nAt a meeting of the Council of Heads of State in July 2023, President of Ka\u00adzakhstan Kassym-Jomrat K. Tokayev outlined Kazakhstan\u2019s SCO presiden\u00adcy goals. Focused on combating trans\u00adnational crime, drug trafficking, and cybercrime, with plans to update the cooperation framework against ter\u00adrorism, separatism, and extremism from 2025-2027 Kazakhstan also uses SCO Anti-Narcotics Strategy for 2024-2029 proposed to sustain long-term. He also highlighted the Afghan crisis as a bog in the backyard of Eurasia, a major concern, and the plan for the UN Regional Center for Sustainable Devel\u00adopment Goals.
\nKnown for its nuclear non-prolifer\u00adation, conflict resolution, and energy transition efforts, Kazakhstan is pro\u00adposed to focus on peace, security, and sustainable development in the SCO presidency. This role is to address not only Kazakhstan\u2019s challenges but also the Central Asia strategic issues. Its role as an emerging leader in SCO is raising the voice of people of the Central Asia as well as the whole of Eurasia to the West. Kazakhstan has offered propos\u00adals to enhance cultural and humanitar\u00adian cooperation among SCO countries. These proposals include initiatives such as the implementation of the \u201cSpiritual Shrines of the SCO\u201d project, and organiz\u00ading the SCO International Science and Practice Seminar on \u201cThe Golden Horde and its Legacy\u201d, in Turkestan. Their goal was to combat climate change. During its Chairmanship, Kazakhstan is look\u00ading forward to the adoption of impor\u00adtant intergovernmental agreements on environmental protection cooperation, a cooperative program for the develop\u00adment of specially protected natural ar\u00adeas and ecotourism, and a Memoran\u00addum of Understanding between the SCO Secretariat and UNEP.
\nKazakhstan\u2019s strategic location in the heart of the Eurasian continent un\u00addoubtedly enhances its role as chair of the Shanghai Cooperation Organiza\u00adtion (SCO). This important role is ex\u00adpected to contribute to the stability of Central Asia and the region\u2019s unity has improved. The central location of the country offers a unique advantage in mediating local issues and enforc\u00ading cooperation among SCO member states. This can lead to a stronger and more prosperous Central Asia. Kazakh\u00adstan\u2019s presidency in the SCO is there\u00adfore not only a testament to its growing influence but also an important step to\u00adward regional stability and integration. Previous SCO summits have had an im\u00adpact on geopolitical strategies, limiting the potential for progress. It can there\u00adfore be difficult to reach a fair agree\u00adment on urgent safety issues such as water security. However, if successful, Kazakhstan could focus on special eco\u00adnomic policy agreements, perhaps in\u00adcreasing regional stability and increas\u00ading economic integration. Therefore, Kazakhstan\u2019s leadership of SCO is ex\u00adpanding the horizons of its agenda.
