Among the various challenges faced by education systems worldwide, the issue of girls’ education remains particularly critical. As Malala Yousafzai stated, “One child, one teacher, one pen, and one book can change the world.” In Khyber Pakhtunkhwa (KP), Pakistan, the need to promote girls’ education is inevitable.
The journey towards promoting girls’ education in KP has been confronted with obstacles, yet it is a story of resilience, advocacy, and hope. Historically, societal norms and cultural attitudes have often marginalized girls, limiting their access to education. According to various surveys and the latest reports, around 4.9 million children, particularly girls, are out of school in KP. This issue is exacerbated by factors such as early marriage, poverty and inadequate female role models in education. As a result, many families prioritize boys’ education over girls’, perpetuating a cycle of inequality.
Under the visionary leadership of Mr Ali Amin Khan Gandapur, Honourable Chief Minister KP and his dynamic team member Minister of Education Mr Faisal Khan Tarakai, the Elementary and Secondary Education Department (E&SED) plays a pivotal role in addressing this challenge, particularly in reducing the number of out-of-school children (OOSC). By fostering an environment that values girls’ education, the incumbent KP government has discouraged this discrimination and inequality by introducing female-friendly policies that encourage girls’ education.
Mr Masood Ahmed, Secretary to Govt of Khyber Pakhtunkhwa for E&SE has also expressed his opinion on various official platforms and occasions that girls’ education is not merely a fundamental human right but also a crucial element for the social, economic, and cultural development of KP and beyond.
The Prophet Hazrat Muhammad (PBUH) said “Seeking knowledge is an obligation upon every Muslim.” (Sunan Ibn Majah). The E&SE department has developed a comprehensive policy framework to address gender disparities in education. This includes the establishment of gender-responsive policies such as creating an inclusive environment for girls. Policies and documents such as the Khyber Pakhtunkhwa Education Sector Plan emphasize the need for equitable access to education and eliminating barriers preventing girls from attending school. Recognizing the importance of community involvement, E&SED has initiated programs to engage parents and local leaders in promoting girls’ education. It also encourages communities to recognize the value of educating girls by conducting awareness campaigns.
E&SED has made significant strides in improving school infrastructure, particularly in rural areas where many out-of-school girls reside. The construction of new schools at 70:30 ratio for females and males respectively, introducing Girls stipend program for merged districts and piloting safe transportation facilities program for females have been critical creating conducive environment for learning. To counter the economic barriers that often hinder girls’ education, E&SED has introduced scholarship programs as incentives for families to send their daughters to school. Additionally, programs that provide stipends to girls who regularly attend school have shown promising results in improving retention rates. These efforts are vital in reassuring parents that their daughters can pursue education safely and comfortably.
The quality of education is heavily influenced by teachers’ competence. E&SED has prioritized training female teachers and incorporated gender sensitization into teacher training programs. In addition to enhancing the quality of teaching, this approach also develops female role models for young girls, encouraging them to pursue education and confront challenging stereotypes surrounding gender roles.
Addressing the issue of out-of-school children in KP is integral part of the efforts towards promoting girls’ education. E&SED conducts targeted enrolment drives, especially in regions with high OOSC ratios. These initiatives focus on identifying and enrolling girls who have never attended school or dropped out. By reaching out to marginalized communities, E&SED aims at reducing the educational barriers that are being faced by many girls.
To accommodate the needs of girls who may be unable to attend traditional schools due to familial responsibilities or other constraints, E&SED has introduced flexible education models. This include Second shift schools, ALP centres, community schools and home-based education programs, which provide alternative pathways for girls to receive education.
E&SED employs robust monitoring and evaluation mechanisms to ensure the effectiveness of educational initiatives. By collecting data on enrolment, retention, and learning outcomes, the department can assess the impact of its programs and make informed decisions for future interventions.
Every girl who steps into the classroom symbolizes a shift in societal norms and an investment in the future. Promoting girls’ education in Khyber Pakhtunkhwa is a multifaceted challenge that requires collective efforts of government, local communities and international developmental partners. By nurturing educated women leaders, increasing awareness, and valuing education for girls, KP can build stronger, more resilient communities that actively seek progress and development and foster a culture that prioritizes knowledge, innovation and equality.
As KP keeps its journey continue toward educational equity, the commitment of our incumbent government to ensure that every girl has the opportunity to learn, thrive, and contribute to society remains paramount. By implementing targeted policies, engaging communities, and providing necessary resources, E&SED is working towards a future where every girl in KP has the opportunity to learn, grow and contribute to society. To ensure lasting change, all stakeholders must remain committed to the noble cause, recognizing that investing in girls’ education is not only a moral imperative but also a strategic necessity for sustainable development.

Sheikh Fakhar-e-Alam, Communication Specialist E&SED.

Sheikh Fakhar-e-Alam In recent years, the global community has recognized the importance of education as a fundamental human right and a cornerstone for sustainable development.
