ISLAMABAD: Two judges of Islamabad High Court (IHC) has raised serious questions on lack of transparency in high court. Justice Babar Sattar and Justice Ayyaz Ishaq Khan have written separate letters to Chief Justice (CJ) IHC Sarfraz Dogar. Copies of letters of judges have been sent to all judges and registrar. Both of the judges have urged CJ IHC to include points of their letters in full court meeting. Justice Babar Sattar has highlighted lack of transparency and logic in the fixation of cases and preparation of roster. Justice Babar Sattar said you have made such rosters wherein senior judges including senior judge Mohsin Akhtar Kiyani have been excluded as heads of division benches. He raised question should the fixation of cases be based on the desires of CJ or there should be transparency therein. Cases are assigned to recently transferred or additional judges, undermining transparency. Such permanent judges of IHC are excluded who dislike your transfer to IHC. In the letter, Justice Ejaz urged that additional points be added to the agenda of the meeting. He noted that the Gazette notification of the Practice and Procedure Rules had already been issued, but rules were circulated to judges for their feedback only a day and a half before the meeting.
\nHe wrote that judges should have been given a presentation regarding the adoption of Lahore High Court rules.
\nIt appeared the full court meeting had been convened merely as a formality.
\nWhy the Gazette notification of the Practice and Procedure Rules had been issued without the approval of the full court, the judge questioned. .
