\nBalochistan\u2019s education sector is grappling with an alarming crisis. Nearly three million children remain out of school, while an estimated 59 percent of those enrolled drop out before completing primary education. This stark reality rooted in deep-seated socio-economic inequalities and systemic shortcomings, calls for urgent, collective, and sustained action.
\nA multitude of intertwined factors drives this crisis. Poverty remains the most dominant, forcing many children to abandon classrooms for the labor market to help support their families. In the province\u2019s vast and rugged rural landscape, the long distances between home and school often make daily attendance impractical. Meanwhile, the absence of basic facilities including toilets, clean drinking water, boundary walls, and furniture further discourages students, especially girls, from continuing their education.
\nOther persistent challenges, such as child labor, early marriages, and low learning outcomes due to inadequate teaching quality, deepen the cycle of educational deprivation. These barriers not only deny children their right to education but also perpetuate intergenerational poverty and social exclusion.
\nThe dropout crisis also reflects institutional neglect across multiple layers, governance, school administration, parental involvement, and community engagement. Despite routine monitoring visits, authorities rarely identify or address dropout cases effectively.
\nThe Balochistan Education Management Information System (BEMIS) lacks a mechanism to collect and analyze dropout-specific data, while School Management Committees (SMCs) often fail to track or report students who leave mid-year.
\nWithout reliable data or accountability mechanisms, schools cannot design effective interventions to keep students in classrooms. As a result, even the most enthusiastic enrollment campaigns yield short-lived success, with many newly enrolled children dropping out within months due to unaddressed structural and social constraints.
\nTo counter this, education experts are proposing the introduction of an Early Warning System (EWS) known as the ABC Model to identify students at risk of dropping out before it\u2019s too late.
\nThe ABC Model operates through three critical indicators: A for Academic Performance, which tracks literacy and numeracy progress and categorizes students as low, medium, or high achievers; B for Behavior, which monitors classroom participation, teamwork, attentiveness, and adherence to school norms; and C for Chronic Absence, which flags students who remain absent for five or more consecutive days without valid reasons, an early sign of disengagement and potential dropout.
\nEach student\u2019s progress across these indicators is reviewed monthly. A cumulative score falling below 50 percent triggers an \u201cearly warning\u201d alert, prompting immediate follow-up. Once a student is flagged as at risk, schools conduct case management to identify the underlying causes, whether academic struggles, family hardship, or social pressures and initiate targeted interventions.
\nThese may include remedial learning sessions for struggling students, peer mentoring programs to build motivation, parent-teacher meetings to address attendance or behavioral concerns, and whole-school improvement initiatives to enhance both learning and the physical environment. Student clubs and community engagement activities can also foster a sense of belonging, encouraging children to stay connected to their schools. Such data-driven and compassionate interventions can systematically reduce dropout rates, creating schools that are more responsive and inclusive.
\nThe Early Warning System should be a continuous, year-round process, enabling teachers to track attendance, behavior, and academic progress in real time. Over time, educators gain deeper insight into their students\u2019 needs, parents become more actively engaged, and communities develop a shared sense of ownership in supporting education.
\nIntroducing the ABC-based Early Warning System in government-run schools could become a turning point for Balochistan\u2019s struggling education sector. By identifying vulnerable students early and responding with empathy and evidence-based action, the province can prevent thousands of children from slipping through the cracks.
