Pakistan\u2019s much-touted telecom renaissance (the 600 MHz spectrum auction, the promise of 5G roll-out, and a supposedly burgeoning digital economy) is shaping up as a classic case of reaching for castles in the air. Technology ministers and policy mandarins speak in grand terms about transformative connectivity and next-generation services. However, their noble intent cannot make light of the glaring reality on the ground that points to repeated instances of government squandering rare policy windows through half-baked designs and a chronic misreading of consumer and investor sentiment.
\nA major spectrum auction is now pencilled into the official calendar, billed as the largest release of airwaves in Pakistan\u2019s history and a gateway to 5G deployment. The policy directive fixes base prices in hard dollars and introduces technology-neutral usage rights that permit operators to repurpose whatever they win for 2G through 5G services.
\nYet the unspoken truth is unmistakable. Pakistan currently runs its entire mobile internet network on an anaemic 274 MHz of spectrum for nearly 240 million people, one of the lowest allocations in the region. India, Bangladesh, Sri Lanka and even emerging markets in the Gulf have long moved past this bottleneck.
\nYears of policy dithering have exacted a real cost. The Global System for Mobile Communications Association warned that delays in spectrum release could cost Pakistan $1.8bn to $4.3bn in economic benefits over the next five years. The government claims demand for spectrum has been constrained by technical and pricing considerations, but has little to offer when questioned about structural misalignment.
\nIf spectrum policy feels distant from everyday lives, consider the smartphone import taxes, a microcosm of the larger disconnect. The Federal Board of Revenue\u2019s duty regime has loaded levies on mobile handsets that push devices, especially 4G and 5G capable ones, beyond the reach of the average Pakistani. The government is now considering rationalising these taxes ahead of the 2026-27 budget, partly in recognition that hardware affordability is crucial for uptake of next-generation services. A society that can barely afford its way into the digital era will not find salvation in high-priced spectrum and high-priced phones.
\nThe structural disconnect extends to foreign investment and competition. Pakistan\u2019s telecom ecosystem has seen major consolidation, with the PTCL Group\u2019s acquisition of Telenor Pakistan, in a move that reshapes market dynamics and raises fresh concerns about competition and pricing power. This demanded legislative clarity and regulatory courage. Instead, policymakers have produced incremental fixes stitched together by calendar deadlines. There\u2019s little to suggest that marginalised rural users, small businesses, or young entrepreneurs will benefit meaningfully from a rollout that is projected to prioritise urban centres and corporate corridors.
\nIf the government truly wants to leap forward\u2013economically, socially and technologically\u2013it must treat digital infrastructure as a necessity for all of Pakistan, not a tick-box for ceremonial press conferences.<\/p>\n","protected":false},"excerpt":{"rendered":"
