Justice Muneeb Akhtar issued 3-page written order.<br \/>\nThe decision said NIC is not a luxury but it is a basic necessity. NIC is not a luxury but it is a basic necessity to spend life. Depriving any one of it is tantamount to snatching right to life. The decision said will the courts issue order to disconnect water and electricity connections tomorrow to return the amount.<br \/>\nUnder section 51 of civil procedure there is no room for blocking NIC.
