The petition was heard by a two-member bench comprising Justice Ejaz Anwar and Justice Inamullah Khan. During the hearing, counsel for the petitioner, Advocate Sajjad Mehsud, argued that despite Upper South Waziristan being granted the status of a district, a DHQ Hospital has yet to be established there.
