\nPatron-in-Chief Azerbaijan-Pakistan Joint Chamber of Commerce and Industry Ahsan Zafar Bakhtawari, has described the Federal Budget 2026\u201327 as a balanced and largely positive budget, stating that the government has introduced several encouraging measures aimed at promoting business activity and improving the investment climate.
\nIn his statement, he said that the relief provided to the real estate sector, particularly on the purchase and sale of property, along with the reduction in withholding tax, would boost business activity and strengthen investment trends. He added that the reduction in super tax and relaxation in withholding tax are also welcome developments for the business community.
\nHe further stated that tax relief for the salaried class and the reduction in super tax represent positive steps, while incentives for the IT and export sectors are expected to improve exports and create new employment opportunities.
\nAccording to him, the allocation of PKR 88 billion for the Export Finance Scheme is commendable; however, further expansion is needed to achieve substantial growth in exports.
\nAhsan Bakhtawari said that the fixed tax system is a good initiative, but its effective implementation requires a clear mechanism and complete transparency. He emphasized the need for more practical and clearly defined relief measures for small businesses, adding that comprehensive reforms are also necessary to further improve ease of doing business.
\nHe noted that, overall, the budget is a balanced effort; however, a clearer and more effective roadmap is still needed to reduce inflation, revive industry, and ensure sustainable economic growth.
\nSpeaking about agriculture, he said that Pakistan\u2019s agricultural sector has historically not received the priority it deserves, and international financial institutions have also paid limited attention to it. He warned that if farmers do not receive fair compensation for their hard work, they may gradually abandon agriculture.
\nHe stressed that effective restrictions should be imposed on the import of agro-products to protect local farmers and ensure they receive fair prices for their produce. According to him, restricting imports of cotton and other food items, similar to measures taken for wheat and sugar, would not only save valuable foreign exchange but also encourage farmers to remain engaged in agriculture.
