Karachi: Engro Vopak Terminal Limited (EVTL) \u2013 a joint venture between Engro Corporation and Royal Vopak \u2013 and Port Qasim Authority (PQA) have successfully renewed the terminal\u2019s Implementation Agreement, reinforcing EVTL\u2019s mandate to operate Pakistan\u2019s only integrated bulk liquid chemical and LPG terminal. The renewal marks the continuation of a three-decade relationship in which EVTL has endeavoured to serve as a reliable operator of critical national infrastructure, enabling savings of approx. USD 500 million annually for the national exchequer. Today, the terminal handles approx. 70% of Pakistan\u2019s bulk liquid chemical imports and 50% of LPG marine imports, supporting supply chains across various sectors including agriculture, textiles, construction, energy, and plastics. This milestone also reflects the confidence of Engro\u2019s Dutch partner, Royal Vopak \u2013 the world\u2019s largest independent and specialized terminal operator \u2013 in Pakistan\u2019s regulatory framework and economic potential. \nThe collaboration has enabled EVTL to bring global safety standards, technical expertise, supply chain efficiencies, and operational discipline to Pakistan.
\nThat track record provides the foundation for continued FDI in Pakistan\u2019s port and logistics infrastructure. EVTL is already looking at additional investments of more than USD 200 million following this agreement. This includes the setting up of refrigerated LPG infrastructure which will enhance energy security for Pakistan; a feasibility for this will soon be initiated.
\nThe agreement is non-exclusive in nature and was reached through a transparent process, anchored in the contractual provisions of the existing Implementation Agreement and endorsed by all relevant stakeholders. Renewals of BOT (Build-Operate-Transfer) arrangements with existing operators of critical infrastructure are also consistent with global practice; terminals in the UAE, T\u00fcrkiye, Thailand, and Spain have followed the same path, prioritizing operational continuity to protect downstream industries and national supply chains.
