PESHAWAR
\nA Monitoring and Evaluation (M&E) report of the Planning and Development Department, Government of Khyber Pakhtunkhwa, has identified serious irregularities in the reconstruction work of Government Primary School (GPS) Garwaki under the Khyber Pakhtunkhwa Human Capital Investment Project (KPHCIP).
\nThe project was initially approved at a cost of Rs. 14.712 million; however, the Technical Sanction (TS) was later reduced to Rs. 7.279 million. The report termed this significant reduction questionable and called for a detailed justification of the discrepancy.
\nFurthermore, the original PC-I allocated funds solely for the construction of a boundary wall, but the executing agency altered the scope to include construction of a classroom along with a 65-foot boundary wall.
\nDuring the site visit on August 29, 2025, the M&E team observed that the classroom under construction deviated from the approved standard design dimensions.
\nThe report also highlighted poor workmanship, major structural defects, weak coordination among stakeholders, lack of supervision, and absence of proper documentation, including site registers and dismantled material records.
\nMeanwhile, local residents and parents have raised serious concerns, stating that more than 250 students are currently enrolled in the school and are facing space constraints due to limited infrastructure.
\nThey have demanded a transparent inquiry into the project\u2019s inclusion, cost revisions, and changes in scope, urging the authorities to ensure adequate facilities for the large number of students.
\nThe M&E wing has recommended that the Project Director and concerned officials provide written justifications within the stipulated timeframe and ensure strict adherence to approved designs and procedures.
