The armed forces, police, law enforcement agencies and ordinary citizens have demonstrated remarkable courage in confronting terrorism. Thousands of Pakistanis have sacrificed their lives, while the country has invested substantial resources in strengthening its security architecture and restoring peace.<br \/>\nFollowing the tragic Army Public School attack in Peshawar in December 2014, Pakistan adopted the National Action Plan (NAP) as a comprehensive national framework to counter terrorism, extremism and militancy. It represented a collective national resolve that terrorism would not be allowed to undermine the country\u2019s stability, development and future.<br \/>\nThe implementation of NAP, together with decisive military and intelligence operations, produced significant results. Operations such as Zarb-e-Azb and Radd-ul-Fasaad substantially weakened terrorist networks, disrupted their infrastructure, and improved the security environment across the country. The achievements of Pakistan\u2019s security forces received wide recognition, demonstrating that the state possesses both the capacity and determination to confront serious security threats.<br \/>\nHowever, the nature of terrorism has continued to evolve. Pakistan now faces a complex security environment involving terrorist organisations, militant networks, hostile propaganda, illegal financing, modern communication technologies and developments in the region. These changing circumstances require the National Action Plan to remain a living and continuously updated framework rather than simply a document referred to after a major terrorist incident.<br \/>\nThe terrorist attacks witnessed in Balochistan during July 2026 once again demonstrated the seriousness of the challenge. The Government of Pakistan responded promptly and decisively. Prime Minister Shehbaz Sharif chaired an emergency meeting of the Apex Committee in Quetta and directed the relevant institutions to intensify coordinated action against those responsible. Security and intelligence agencies were given clear directions to identify terrorist networks, strengthen intelligence-based operations and protect the lives and property of citizens. The subsequent security operations resulted in the elimination and arrest of a significant number of militants.<br \/>\nSuch a response reflects the government\u2019s determination that no terrorist organisation will be permitted to challenge the writ of the state. At the same time, Pakistan\u2019s counter-terrorism strategy is not limited to security operations. The government understands that lasting peace requires economic development, employment opportunities, education, healthcare and improved public services, particularly in areas that have suffered from instability.<br \/>\nBalochistan occupies a strategically important position in Pakistan. Its geographical location, natural resources, coastline and role in regional connectivity make its peace and development essential to the country\u2019s economic future. The government is therefore pursuing development alongside security, with emphasis on infrastructure, education, healthcare, employment, communication networks and opportunities for the province\u2019s youth.<br \/>\nDevelopment and security must reinforce each other, because a secure environment creates opportunities for investment while economic progress strengthens social stability.<br \/>\nThe National Counter Terrorism Authority (NACTA) also has an important role in this national effort. Effective coordination among federal and provincial institutions, intelligence agencies, police, and other law enforcement bodies is essential for identifying threats before they become major security challenges. Better information sharing, modern technology, coordinated intelligence, and professional capacity-building can further strengthen Pakistan\u2019s counter-terrorism mechanism.<br \/>\nAnother important component is the prevention of terrorist financing. Terrorist organisations cannot sustain their activities without financial resources. Consequently, stronger monitoring of illegal financial channels, improved enforcement of relevant laws and greater institutional coordination are necessary to prevent funds from reaching militant networks. Pakistan\u2019s international commitments and cooperation with global institutions can further strengthen these efforts.<br \/>\nThe security of the China-Pakistan Economic Corridor (CPEC), Chinese citizens, and strategic development projects is also an important national priority. Pakistan has repeatedly demonstrated its commitment to protecting its international partners and ensuring that development projects continue without disruption. The government and security institutions are taking comprehensive measures to improve the security environment surrounding major infrastructure and economic projects.<br \/>\nAt the same time, countering extremism requires investment in society itself. Education, youth development, employment, social inclusion and interfaith harmony can help address the conditions that extremist elements attempt to exploit. Pakistan\u2019s young population represents a tremendous national asset. Providing young people with education, technical skills, employment opportunities and constructive avenues for participation can strengthen their connection with the state and society.<br \/>\nNational unity remains equally important. Terrorist organisations seek to create fear, division and mistrust among citizens. Pakistan\u2019s most effective response is therefore collective national solidarity. Political institutions, civil society, religious scholars, media, educational institutions and citizens all have a role in promoting tolerance, constitutional values and peaceful coexistence.<br \/>\nThe National Action Plan should consequently be viewed not merely as a response to terrorism but as part of Pakistan\u2019s broader national security and development strategy. Its implementation requires continuity, institutional coordination, regular evaluation and adaptation to emerging threats. Periodic reviews can ensure that the plan remains relevant to changing security, technological and regional circumstances.<br \/>\nPakistan has already demonstrated that determined national action can defeat terrorist networks. The successes of Zarb-e-Azb and Radd-ul-Fasaad provide important evidence of what can be achieved when the state, security institutions and people stand together. The challenge now is to consolidate these gains and prevent terrorist groups from rebuilding their networks.<br \/>\nThe Government of Pakistan\u2019s recent response to terrorism reflects a clear policy of firmness against militants combined with development, social progress and national reconciliation. The objective is not simply to respond to individual attacks but to create a sustainable environment in which terrorism, extremism and violence have no space to flourish.<br \/>\nThe National Action Plan therefore remains an important instrument of Pakistan\u2019s national resolve. With consistent implementation, stronger institutions, effective intelligence coordination, economic development and public cooperation, Pakistan can further strengthen its internal security and move confidently towards lasting peace, stability and prosperity. The nation\u2019s sacrifices have created a strong foundation; the responsibility now is to preserve these achievements and build a safer and more prosperous Pakistan for future generations.<\/p>\n<p>The writer is a freelance columnist.
