Each time, emergency measures are taken to stabilize the economy, assistance is sought from international financial institutions, and the financial situation improves for some time. However, because the underlying economic weaknesses are not addressed on a sustained basis, the problems emerge again. In 2026, there are certainly some positive indicators regarding the economy, but the question is whether this improvement can be transformed into sustainable economic growth. The current indicators suggest that Pakistan now needs fundamental and long-term economic reforms rather than temporary measures.
According to the Asian Development Bank’s September 2026 Outlook report, Pakistan’s GDP growth stood at 3.7 percent in FY2026, compared with 3.2 percent in FY2025. Improvements in services, the recovery of manufacturing, and some progress in agriculture were among the major factors behind this growth. However, GDP growth is also projected at around 3.7 percent for FY2027, which is below the government’s target of 4 percent. Inflation averaged 7.1 percent in FY2026 and is projected to rise to 8.3 percent in FY2027. Meanwhile, risks arising from global energy prices, regional conflicts and external economic pressures continue to affect Pakistan.
The overall size of Pakistan’s economy has reached $452.1 billion, while per capita income has risen to $1,901. However, the poverty rate is around 28.9 percent, compared with 21.9 percent in 2018-19. This gap shows that the benefits of economic growth are not reaching all segments of society equally. GDP growth becomes more meaningful when it is accompanied by improvements in employment, income and basic services. For ordinary citizens, economic stability does not simply mean government statistics; it means lower inflation, better employment opportunities and the ability to meet household expenses.
The growing burden of debt is another major challenge for the economy. By the end of March 2026, Pakistan’s total domestic debt had reached Rs83.285 trillion. A fiscal deficit of around 3 percent and a primary surplus of approximately 2.5 percent are positive indicators in terms of economic stability, but given the overall volume of debt, sustained economic stability remains essential. If a large portion of government revenue continues to be spent on debt servicing and interest payments, resources available for education, healthcare, infrastructure and employment will remain limited. Therefore, alongside reducing debt, it is also necessary to increase revenues and control unnecessary expenditures.
The tax system is the foundation of Pakistan’s economic structure. Under the existing system, the tax burden falls disproportionately on limited sectors and people who already pay taxes, while the tax base remains narrow in areas such as agricultural income, retail, property and other sectors. Tax reform does not simply mean imposing new taxes; it means broadening the tax net, eliminating unnecessary exemptions, preventing tax evasion and making the tax administration more transparent. If tax revenues can be increased by an amount equivalent to 3 percent of GDP, a portion of the additional revenue could be allocated to education, healthcare and social protection, thereby strengthening public welfare.
The energy sector also continues to place a heavy burden on the economy. Electricity and gas distribution companies face problems such as theft, line losses, low recoveries and administrative weaknesses, resulting in significant losses for the public exchequer. Higher energy costs increase the cost of production for industry, agriculture and businesses, which affects the competitiveness of Pakistani products in international markets. Therefore, Pakistan needs administrative reforms in the energy sector, reductions in losses and improvements in revenue collection, along with greater investment in renewable sources such as solar and wind energy. Reducing energy import costs could also ease pressure on the country’s external payments.
Without increasing exports, long-term economic stability will remain difficult for Pakistan. The country’s exports still depend heavily on a limited range of traditional products, particularly textiles. New opportunities exist in IT and digital services, but these require better infrastructure, skilled young people and a business-friendly regulatory environment. Under the National Tariff Policy 2025–2030, reducing tariffs and providing incentives for investment could make the industrial sector more competitive. The 8.6 percent increase in private investment during FY2026 is also a positive economic indicator, but sustaining this trend will require reducing the cost of doing business, unnecessary regulations and administrative barriers.
The most important foundation of economic development is human capital. Pakistan’s Human Capital Index of 0.41 indicates the need for greater investment in education, healthcare and skills development. The country has a large young population, but if young people are not provided with quality education and technical training, this large demographic segment cannot be transformed into an economic asset. Low female participation in the labor force also limits national productivity. Spending on education, healthcare, technical training and family planning should not be viewed merely as expenditure but as investment in future economic productivity.
Agriculture, which accounts for approximately 23 percent of the economy, is under pressure from climate change, floods, water shortages and traditional farming practices. Modern agricultural technologies, water conservation, improved seeds, research, storage facilities and better access to markets can increase productivity and farmers’ incomes. Properly incorporating agricultural income into the tax system could also create opportunities to increase provincial revenues, but the economic protection of small farmers cannot be ignored.
Behind these economic challenges lies another important issue: governance and institutional performance. Non-transparent procurement, corruption, political interference, frequent policy changes and weak institutional performance affect the confidence of the business community. To strengthen investor confidence, it is necessary to improve the performance of public institutions, introduce public-private partnerships where appropriate, make the regulatory system more effective, and clearly define responsibilities between the federal and provincial governments. Financial and administrative coordination in the spirit of the 18th Amendment can also make economic planning more effective.
The reforms being implemented under the IMF’s Extended Fund Facility and Resilience and Sustainability Facility represent an important opportunity for Pakistan’s economic reform process. Their purpose should not be limited to obtaining loan installments; they should also contribute to permanent improvements in the fundamental structure of the economy. Consistent reforms in taxation, energy, exports, education, healthcare, agriculture and governance can help protect the country from recurring economic crises.
Pakistan’s economic indicators convey a clear message: sustainable development cannot be achieved through temporary measures. Expanding the tax base, reducing debt, lowering energy-sector losses, increasing exports and private investment, investing in human capital and strengthening institutions are among the fundamental pathways toward economic stability. True economic success will be achieved when GDP growth is accompanied by improvements in ordinary people’s incomes, employment, education, healthcare and overall quality of life. Pakistan now needs a continuous and long-term economic strategy rather than emergency policies to deal with recurring crises, so that the country can move toward sustainable economic development.

Mansoor Nizamani Pakistan’s economy has been passing through a cycle of crises and temporary stability for several decades.
