India\u2019s Election Commission is facing one of the most serious crises of confidence in its recent history after roughly 130 million names were removed from electoral rolls during its nationwide verification drive. Opposition parties and a youth-led movement have taken to the streets; New Delhi is bracing for another large protest, and thousands of police and paramilitary personnel are being deployed. Meanwhile, the BJP and the Election Commission insist the exercise is legitimate and politically neutral.
\nElection Commission data claims about 28 million of the deleted voters were dead, 63 million had relocated, 10 million were duplicates, and around 30 million could not be traced. Those are valid reasons for cleaning electoral rolls. The problem begins when the correction process itself creates millions of contested exclusions. Take West Bengal, for instance, where about 2.7 million voters were removed from the rolls.
\nThe controversy has also moved beyond opposition allegations. Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi are reported to have raised repeated objections to aspects of the revision process. The Commission maintains that differences during internal deliberations are normal and that its decisions were lawful. That may be so, but an institution entrusted with deciding who gets onto the electoral roll cannot expect confidence to survive on assurances alone.
\nThe minority question makes the exercise still more sensitive. In July, three UN-appointed experts sought New Delhi\u2019s response to allegations that Bengali and Muslim electors had been discriminated against during the revision process, particularly in West Bengal. In Jharkhand, an investigation found BJP agents submitting bulk requests to delete voters whose names were overwhelmingly from the minority community. In Telangana this week, police booked a BJP agent over allegedly fraudulent applications seeking the deletion of 30 voters. All were Muslim.
\nMuslim anxieties over documentation do not arise in a vacuum. Modi\u2019s government implemented the Citizenship Amendment Act in 2024, creating an expedited citizenship route for persecuted Hindus, Sikhs, Buddhists, Jains, Parsis and Christians from three neighbouring Muslim-majority countries while excluding Muslims from that provision. The government calls the measure humanitarian, but critics have long feared its interaction with citizenship-verification exercises could place Muslims at a particular disadvantage.
\nHuman Rights Watch says Muslims and other minorities have faced discriminatory policies, hate speech and attacks during the BJP years, and its 2026 report documented expulsions of Bengali-speaking Muslims, unlawful demolitions of Muslim properties and continuing hostility towards religious minorities.
\nThe burden is already greatest on citizens least equipped to navigate bureaucracy: migrants, rural voters, the elderly and people with inconsistent documents or limited digital access. Add religious minorities who have spent years hearing citizenship debated in majoritarian terms, and an administrative deletion can acquire a meaning far beyond an error in a database.
\nNew Delhi has spent years presenting India internationally as the \u201cmother of democracy\u201d. That claim carries less weight when millions must prove their way back onto electoral rolls and credible allegations emerge that minority voters are being singled out for deletion.<\/p>\n","protected":false},"excerpt":{"rendered":"
