Governments are expanding military budgets, modernising arsenals, strengthening alliances and preparing for conflicts that may never occur. Meanwhile, millions of people struggle to afford food, access healthcare, find decent employment or escape the consequences of wars already being fought. This contradiction exposes a fundamental weakness in the contemporary understanding of security. States are becoming increasingly concerned about protecting their territories, but the security of the people living within those territories remains far less certain.
According to the Stockholm International Peace Research Institute (SIPRI), global military expenditure reached an unprecedented $2.887 trillion in 2025, increasing by 2.9% in real terms. This marked the eleventh consecutive year of growth and brought military spending to 2.5% of global GDP, its highest share since 2009. Over the past decade, military expenditure has increased by 41%. The United States spent $954 billion, China approximately $336 billion and Russia $190 billion. Together, these three countries accounted for more than half of global military expenditure. Europe increased its military spending by 14%, while expenditure across Asia and Oceania rose by 8.1%.
These figures reveal how international politics is increasingly organised around fear, strategic competition and the anticipation of conflict. Russia’s war in Ukraine has transformed European security calculations. Tensions involving China and the United States have intensified military preparations across the Indo-Pacific. The Middle East remains burdened by unresolved conflicts, regional rivalries and competing security interests. Governments have legitimate reasons to protect their populations, and military preparedness cannot simply be dismissed as unnecessary expenditure. However, the growing reliance on military strength raises an important question about the limits of deterrence. If every state responds to another state’s military expansion by expanding its own arsenal, the pursuit of security can become a permanent cycle of insecurity.
The human consequences of this imbalance are visible in the global hunger crisis. The United Nations’ 2026 State of Food Security and Nutrition report estimated that approximately 645 million people experienced hunger in 2025. Although the number declined from previous years, the improvement remains insufficient to meet the international commitment to eliminate hunger by 2030.
Behind this figure are children whose physical development is compromised, families forced to reduce meals and communities where food insecurity has become a permanent condition. The contrast is difficult to ignore. The international system can mobilise trillions of dollars for military preparedness, yet struggles to guarantee adequate food, healthcare, clean water and education for millions of its inhabitants.
The global security debate has become increasingly dominated by military calculations, while the everyday vulnerabilities of human populations receive considerably less attention. Every sovereign state has a legitimate responsibility to defend its territory and protect its citizens. However, security cannot be measured exclusively through military capabilities, weapons systems or geopolitical influence. The United Nations Development Programme has long emphasised that genuine security must also protect people from poverty, disease, hunger, violence and environmental threats. A country may possess sophisticated weapons and considerable military power, yet fail to provide its children with quality education, its citizens with affordable healthcare or its poorest communities with safe drinking water. This contradiction exposes the limitations of an international order that increasingly equates national strength with military power while overlooking the conditions that make human life secure and dignified.
The consequences are particularly severe for developing countries. Their governments face a difficult combination of external security pressures, expensive borrowing, weak public institutions and growing social demands. Military competition consumes resources, while debt servicing and fiscal constraints leave limited room for investment in education, healthcare, climate adaptation and productive employment. Climate change further complicates this situation. Floods, droughts, extreme temperatures and food insecurity are increasingly affecting countries that have contributed relatively little to historical global emissions. For these societies, insecurity does not necessarily arrive through a military invasion. It can emerge through an empty household, an unproductive agricultural season, an unaffordable electricity bill or the loss of a source of livelihood.
The international community must reconsider what it means to be secure. Military deterrence, diplomatic engagement, economic stability and human development should not be treated as competing objectives. They are interconnected dimensions of national and international security. The answer is not unilateral disarmament or the abandonment of legitimate defence requirements. It is a more balanced international order in which military preparedness is accompanied by serious investment in human welfare, conflict prevention and sustainable development. Arms-control agreements, functioning diplomatic institutions and meaningful cooperation between rival powers are essential to prevent strategic competition from becoming an endless expenditure of public resources.
The cost of this global obsession with military power is becoming visible in the priorities governments choose and the suffering they continue to tolerate. The world has developed extraordinary financial and technological capacity to manufacture weapons, sustain wars and prepare for future conflicts, yet hunger, preventable disease and extreme poverty remain stubborn features of human existence. This is more than a contradiction in public spending. It reflects a political imagination in which threats to territory command urgency, while threats to human survival are routinely postponed. A child going hungry, a family unable to afford treatment or a community losing its livelihood to climate disasters rarely generates the same international mobilisation as a perceived military threat. Until this hierarchy of priorities changes, the world may continue to accumulate military power without creating the conditions for a safer human future.

Dr Zafar Khan Safdar The world is spending more money on weapons than at any point in recorded history, yet the feeling of insecurity is spreading across continents.
