Pakistan Democratic (PDM) spokesman Hafiz Hamdullah, while reacting to the PICA and Election Amendment Ordinance, said that legislation through presidential ordinance is a sign of dictatorship alien to democracy.
He said that it was the duty of the parliament to legislate but the present government has promulgated 63 ordinances in the last three and half years.
He further said that legislation should be passed by the parliament. The presidential ordinance is being resorted to which is against the dignity and honor of the parliament. It is not acceptable to change the constitutional amendment through an ordinance, he maintained.
He said that the government always wants to do something by convening an assembly session and abruptly canceling it.
Therefore, PICA is a presidential ordinance which is a black law. He maintained that PDM also rejects the ordinance to change the code of conduct of the Election Commission.
