The government on Monday moved Khyber Pakhtunkhwa University Amendment Bill 2024 in the provincial assembly.
The bill was moved by provincial law minister Aftab Alam.
The bill proposes significant changes to the University Act 2012, including shifting administrative authority and revising key governance mechanisms within universities in the province.
The bill proposed the Chief Minister as chancellor of provincial universities replacing the governor, giving the provincial executive more direct control over university affairs.
As per the bill proposed a four tenure for newly appointed Vice Chancellor (VC) and if the VC’s performance falls below 65pc by the second year, their term will end prematurely.
However, satisfactory performance will allow them to complete their tenure.
The bill also proposed removal of the restriction of the VC being selected solely from KP, opening up the position to candidates from across the country.
As per the bill, if a university has fewer than three professors, a Pro Vice Chancellor will be appointed from the tenured professors. The Pro VC will serve for a term of three years.
Registrars will be selected from among university administrative officers and in the absence of suitable candidates, civil servants may be appointed as registrars for a term of three years.
