Officers promotion in KP to be linked with performance, says CS Shah

A meeting of the Secretaries Committee was held under the chairmanship of Chief Secretary Khyber Pakhtunkhwa, Shahab Ali Shah, to review the progress of ongoing reforms under the province’s Good Governance Roadmap.
The meeting was attended by the Senior Member Board of Revenue, Additional Chief Secretary (Home), and secretaries from various departments.
During the meeting, detailed briefings were given on the implementation status of reforms across departments.
The forum was informed that 16 departments were currently working on a total of 138 reforms, out of which 14 have been completed, while 97 require expedited implementation.
Chief Secretary Shahab Ali Shah emphasized that the impact of reforms must directly benefit the public.
He directed the Planning and Development Department and the Finance Department to work in close coordination with all departments to achieve the roadmap’s goals.
Progress updates were presented through the Task Management System, covering the period from March 1 to August 31, 2025.
The meeting also reviewed advancements on initiatives such as the “Akhtyar Awam” public complaint app, the Litigation Management System, KP Digital Workspace, and District Delivery.
The Chief Secretary instructed administrative secretaries to personally oversee key legal and departmental matters in the Litigation Management System.
He stressed that performance should be a key criterion for appointments to managerial posts, and departmental placement committees must be formed to ensure merit and transparency.
He also called for strict adherence to the rotation policy in transfers and postings, and emphasized transparency in these processes.
The CS Shah furthered that the completion of the “Khyber Pakhtunkhwa Rules of Business 2025” and the revision of the Secretariat Manual 2008 would significantly enhance efficiency in governance and allow for the full digitization of official correspondence.
He directed that promotions under the Provincial Selection Board be linked to Key Performance Indicators (KPIs) and urged all departments to hold regular Departmental Selection Committee meetings to ensure fair and timely promotions.
