KP minister launches digitized billing system for water supply consumers

The Khyber Pakhtunkhwa government on Thursday formally launched a digitized billing system for the Public Health Engineering (PHE) Department, aimed at promoting transparency, improving departmental performance, and providing modern, efficient services to the public.
The inauguration ceremony was attended by Provincial Minister for Public Health Engineering Fazal Shakoor Khan, Secretary PHE Masood Younas, Additional Secretary, Chief Engineers, and other officials.
Addressing the ceremony, Mr Shakoor said the digitization of the department’s traditional billing system marks a major milestone in e-governance. He added that the initiative would ensure timely, accurate, and transparent billing for water supply consumers while reducing complaints and enhancing public trust.
In the first phase, 10 of the department’s 23 divisions—including Peshawar-I, Peshawar-II, Swat-I, Swat-II, Mardan, Charsadda, Swabi, Malakand, Lower Dir, and Haripur—have been transitioned to the new system, with the remaining divisions to follow in the second phase.
The minister highlighted that the system provides modern payment options, allowing consumers to pay bills online through JazzCash, Easypaisa, and 1Link, making the process more convenient and user-friendly. He also announced that the department’s official mobile application will be launched in March, enabling users to view bills, track payments, and lodge complaints without visiting offices.
Mr Shakoor said the digitized system would minimize human intervention, reducing errors, irregularities, and the potential for corruption while strengthening financial accountability and optimizing resource utilization.
He directed concerned authorities to conduct awareness campaigns and staff training to ensure the successful implementation of the system and appealed to the public to cooperate with the government in making the reform initiative a success.
Prior to the launch, the minister received a detailed briefing on the system’s features, including data management, online monitoring, and payment procedures, which he described as a “significant step towards transparent governance and modernization of the department.”
