Maryam Nawaz seeks province-wide AI ecosystem spanning governance, cloud computing, digital infrastructure and skills

Guizhou, China: Punjab Chief Minister Maryam Nawaz Sharif and senior executives of Huawei agreed to deepen cooperation in artificial intelligence, cloud computing, digital infrastructure, talent development and smart public services, with the shared ambition of making Punjab the “most AI-enabled province in South Asia.”
The understanding was reached during high-level strategic discussions held during the chief minister’s visit to China, where both sides explored a comprehensive roadmap for transforming Punjab into a technology-driven and AI-powered province.
Chief Minister Maryam Nawaz was accompanied by Advisor to the Chief Minister on Artificial Intelligence Ali Dar, along with provincial ministers and senior officials of the Punjab government.
The discussions marked a shift from individual technology projects towards the development of a province-wide AI and digital transformation ecosystem aimed at supporting economic growth, innovation, employment generation and more efficient delivery of public services.
A major focus of the talks was the development of secure and sovereign AI infrastructure in Pakistan, including stronger computing capabilities, cloud infrastructure and data-centre capacity. Huawei presented a proposed four-layer AI ecosystem encompassing digital infrastructure, AI capacity building, open and commercial AI models, and practical applications designed around Punjab’s governance and economic requirements.
Maryam Nawaz welcomed Huawei’s continued engagement with Punjab and appreciated its willingness to support the province’s digital transformation. She stressed the government’s commitment to harnessing emerging technologies to improve efficiency, transparency and decision-making while making public services more accessible and responsive to citizens.
The proposed partnership also envisages the development of localized AI capabilities by bringing together cloud infrastructure, computing resources, relevant data and specialized AI models. Such an approach, officials said, would enable AI applications to address Punjab-specific challenges and subsequently be scaled across government departments and major economic sectors.
Talent development is expected to form another key pillar of the initiative. Huawei and the Punjab government will explore programmes to enhance AI and digital skills among government officials, industry professionals, academics and local communities, with the objective of creating a wider pool of technology professionals capable of supporting the province’s digital transformation.
The two sides also discussed translating the proposed vision into practical outcomes through high-impact pilot projects and the development of successful AI use cases that could eventually be deployed on a wider scale.
An efficient government-enterprise coordination mechanism was also considered important for implementation. Such a mechanism would facilitate communication between stakeholders, clarify responsibilities, speed up decision-making and help ensure that agreed projects move from planning to execution.
The chief minister said strategic partnerships with leading global technology companies could play an important role in building a digitally empowered, innovative and citizen-focused Punjab.
She particularly welcomed deeper cooperation in AI, cloud computing, smart governance, digital skills and other emerging technologies, describing technological transformation as an important component of the province’s future development.
From Huawei, the meeting was attended by Antonony Gu, Global President of Huawei Cloud Stack; Todd Liu, Chairman of Huawei Pakistan; and Ahmed Bilal Masud, CEO of Huawei Pakistan Cloud and AI Business.
The discussions laid the foundation for broader China-Pakistan cooperation in the digital and technology sectors, with Punjab seeking to leverage investment in infrastructure, human capital, innovation and practical AI applications.
The proposed roadmap is expected to gradually expand AI adoption across public administration and economic sectors, reinforcing Punjab’s ambition to emerge as a regional leader in artificial intelligence and digital governance.
The initiative also reflects the growing importance of China-Pakistan technology cooperation beyond traditional infrastructure projects, with AI, cloud computing, digital skills and smart public services emerging as new areas of collaboration.
