There are Maj issues with capacity building of CTD KP, brought multiple times to notice of KP govt but to no use. CTD KP extremely user capacitated even as compared to CT Punjab, while Terrorist incidents in KP were more that 300 in last one year and Punjab had only 3. Lack of focus has extremely hampered capacity of CT KPK. Major issues as under:
1. Serious shortage of Senior Rank (PSP) Officers. Only One SSP, working as acting DIG, not even a single SP for the whole province. CTD Punjab has at least 15-18 SSPs and two DIGs
2. Extreme Shortage of SS Fund/Reward Money. Last year *CTD Punjab was given 276 Million as SS Fund while CTD KP had 25 Million *.
3. On the other hand, CTD Punjab had to deal only 03 Terror Incident with 276 million while CTD KP had to deal more than 300 Terrorist incidents in just 25 million
4. No Incentives for CTD personnels in KP. There is at least 70% difference between pays of CTD Punjab personnel and CTD KP
5. Absolutely zero accommodation facilities for CTD KP personnels. Even the DIG has no house and has been requesting the Provincial Govt for some accommodation inside Cantt but to no avail. On the other side, all Secretaries, doing 9 to 5 office jobs, are allocated houses inside Cantt
6. Pay difference of CTD Personnels is not just from CTD Punjab but even KP Secretariat Employees are getting almost 70% more pay on average than any CTD personnel
7. There is even a 150% difference in Shaheed Package of the two CTDs
8. In Infrastructure, there is no Provincial HQ even for CTD KP, it is housed in a single, borrowed portion of a building, the basement of which is KP Police Ammunition Depot, literally sitting on a pile of Explosives
9. No training school for CTD KP; dependant on CTD Pb; even demand of various courses from Punjab costs finances which are generally too difficult to be approved.
