PMSA threatens en masse leaves over unresolved issues
PESHAWAR
The Provincial Management Service (PMS) staged on Tuesday a demonstration in front of the Chief Secretary’s office in the Civil Secretariat against what the association perceives as a “sluggish progress on crucial issues” the officers faced in the province.
– Over 200 PMS Officers participated in the protest held in the Lawn of Civil Secretariat on the call of PMS Association of Khyber Pakhtunkhwa (PMSA-KP).
The PMSA in a statement demanded that the 18th Amendment of the constitution should be implemented in both letter and spirit. They were of the view that repatriation of officers on deputation was necessary for effective administration and asked the government to repatriate all deputationists.
PMS officers discussed the necessity of changing nomenclatures within their cadre termed merit in posting in postings and transfers mandatory for efficient service delivery. The association also linked KP’s financial crises with the alleged miss-management occurring in the provincial finance department and demanded a “high level inquiry” against the department.
The Joint Secretary of the PMS Association highlighted the constitutional assurance of provincial autonomy, stating that the posting of federal officers on schedule posts contradicts the constitution.
He stressed the right of PMS Officers to be appointed to the Civil Secretariat office, asserting their legitimacy as sons of the soil.
The president of the PMS Association conveyed the gathering’s purpose as a means to express the growing unrest and resentment among officers. In a consensus decision, it was resolved that all PMS officers posted in the secretariat would proceed on en masse leaves lasting four months from the following week, unless genuine concerns of the cadre were addressed promptly.
