Launch of Citizens Budget Haripur — a step towards local governance

The District Government Haripur with support of Sub National Governance Program, developed and publically shared first ever Citizens’ Budget in Haripur on 1st March 2022. The event was organized in University of Haripur. The Citizens’ Budget provides an easy to understand infographic presentation of district level expenditure on recurrent and development budgets. The ADC F&P Ms. Tabinda Tariq along-with the District Team Lead of SNG presented the citizens budget and highlighted the development projects undertaken in the District. Citizens from different walks of life attended. There was representation for District Chamber of Commerce, Academia, CSOs; Omar Asghar Foundation, SANGI and Aawaz program. The newly elected members of Tehsil Council representing minorities and women also participated. This session acquired significance because transgender persons also participated. The youth were represented by university students. The initiative was immensely appreciated by the citizen representatives. They expressed that it was for the first time the budget was understood by common citizens and they have come to know the expenditure which was being spend at the local level.

The citizens also asked pertinent questions regarding development issues faced by the marginalized communities, like minorities, PWD, women and transgender. The Deputy Commissioner Haripur, Mughees Sanaullah, responded to all the questions and emphasized that District Government was focusing on the special concerns of the marginalized groups. He also explained that District Government was prioritizing Tertiary Health Care at District Level. The issues of transgender population was addressed by conducting a head-count of transgender population and developing schemes for their employment and skill development. Mr. Mughees Snaullah thanked SNG and declared that this was first of a series of similar events, where citizens demands will be considered in the next FY budget.
