LAHORE
Lahore High Court (LHC) has maintained while settling a legal point that civil courts cannot block or cancel National Identity Card (NIC) of any citizen. The court made it clear the NIC is personal identification of the citizen.
LHC in its decision has declared blocking of NIC by the civil courts is illegal.
The court remarked NIC is property of federal government. Neither it can be sold out nor transferred to some one else. Even it is not transferred as inheritance after the death of the citizen.
Registration of every citizen in NADRA has been declared compulsory in the decision. Registration in the age of 18 years has been declared compulsory and registration of minor children has been declared responsibility of parents .
This decision was given on the plea from a citizen Ali Ansari whereby he had challenged the civil court order for blocking his NIC.
The court while accepting the plea declared the order for blocking his NIC null and void.
The court ordered the NIC be restored within 15 days.
