In a welcome turn of events, a political party has taken a commendable step by seeking legal recourse against the Independent Power Producers (IPPs) in response to the recent surge in electricity bills, igniting widespread protests across the nation. The decision to approach the apex court reflects a growing concern among the public regarding the continuous escalation of power tariffs and the opaque agreements made with IPPs.
Just last month, the power regulator unilaterally raised the national average tariff, causing the base unit power tariff to skyrocket and sparking public discontent. This abrupt hike in electricity rates placed an even greater burden on the already financially strained citizens and businesses.
Published on these pages, Jamaat-i-Islami ameer Sirajul Haq has acknowledged at a press conference that the Saturday’s strike of traders and the citizens sent a strong message to the government. He boldly declared, “We don’t accept those agreements which past governments made with IPPs,” condemning those responsible for such agreements as having “betrayed the nation and committed injustice.”
Mr Haq’s call to action is not without merit. The strike has created a window of opportunity for the caretaker government to renegotiate these agreements, considering the widespread public dissatisfaction and resentment over the soaring power costs. By utilizing the right to information on IPP agreements, the promise to take the matter to the Supreme Court and reveal the details to the nation is a step in the right direction.
The issue of expensive electricity production by IPPs has loomed over Pakistan’s energy policy since May 1998. Concerns have been raised that the costly power generated by IPPs has strained the state utility and led to allegations of corruption and collusion with WAPDA officials. These allegations have further exacerbated the public’s frustration with their electricity bills. The initial intent behind inviting the private sector to develop new generating capacity was to supplement public sector generation, mobilize additional resources and enhance the efficiency of the energy sector. However, the outcomes have fallen short of expectations, leaving citizens grappling with power shortages and escalating bills.
The decision to approach the country’s top court for immediate relief is a crucial step that should garner support from all political parties and the masses alike. It’s high time that the IPPs’ operations and agreements are subjected to thorough scrutiny and accountability to ensure that the interests of the nation are upheld.
