Arshad Ayub for transparent TMAs services, financial stability

100 percent attendance of TMA employees should be ensured and departmental action be taken against those who remained willful absent from duty

Khyber Pakhtunkhwa Minister for Local Government Arshad Ayub Khan has said that the main function of tehsil municipal administrations (TMAs) is service delivery in a transparent way to the best of the satisfaction of the people and that is vision of Chief Minister Ali Amin Gandapur as this is the yardstick of measuring the performance of a government.
While taking in the briefing about the performance of the four TMAs in the districts of Lower and Upper Chitral here on Friday, he emphasized that the local bodies have to improve their performance to be self-sustained and be able to stand on their own feet financially instead of depending on grants from the provincial government.
He said that TMAs are the important units of municipality providing civil facilities to the public and it has its own history of performance which was noted during the pandemic of covid-19 when the TMA workers were seen busy in shrouding and burying the dead and many of them sacrificed their lives in the line of duty.
Provincial Assembly Member from Lower Chitral Fateh Mulk Ali Nasir, Tehsil Chairman Chitral Shahzad Amanur Rehman, Chairman Darush Tehsil Syed Faridjan Advocate, Chairman Morkho Torkho Tehsil Jamshed Ahmed and Deputy Commissioner Lower Chitral Muhammad Imran Khan and Regional Municipal Officer Ijaz Rahim in the presence of the four TMOs Rehmat Hanif (Chitral), Karimullah (Drosh), Misbahuddin and Aminur Rahman (Mulkhow) presented a briefing about their respective tehsils, on which the Municipal Minister commented point by point.
Arshad Ayub Khan explained to the elected representatives and senior officers of the four TMAs that these institutions cannot always run on government grants, but it should improve the quality of public service in the future, the performance of the municipal officers will be evaluated by their collected revenue and their expenditure.
He said that 100 percent attendance of TMA employees should be ensured and departmental action be taken against those who remained willful absent from duty and those who showed negligence will be dismissed from their jobs and to keep an effective check on attendance.
Arshad Ayub Khan also ordered to install a bio-metric machine, while orders were also issued to attach a chip to every vehicle to keep a close watch on the excessive and unnecessary use of petrol in the vehicles.
He directed the officers present on the spot to continue working in consultation with the local members of the provincial assembly and the chairman so that the aspirations of the people can be expressed.
The Local Government Minister directed the Regional Municipal Officer Malakand to audit the issues identified about the TMAs through monitoring and evaluation teams and submit a report to him within ten days.
He also approved the transfer of the management of Shaheed Osama Waraich recreation park to TMA Chitral for management after taking advice from DC Lower Chitral.
He also took notice of holding the dual charge of assistant director of local government in Upper Chitral district and TMO Mastuj tehsil by the same officer since long and ordered to post a full-time officer as assistant director instead.
