The petition has been filed by Azhar Siddique advocate head oif Judicial Activism Panel. Punjab government , Lahore Development Authority (LDA), respective institutions and the respondents have been included in the petition. The petitioner has taken the plea grave negligence was shown by keeping manhole open in the thickly populated area. As a result mother and her daughter both died. According to petitioner the government took steps as formality instead of taking action against responsible persons.
