KP to establish provincial regulatory authority for electricity transmission

The Khyber Pakhtunkhwa government has decided to establish a provincial-level regulatory authority to streamline the electricity transmission system and is actively exploring various options to implement the plan. A consultant has been formally engaged to assist in setting up the authority, modeled after the National Electric Power Regulatory Authority (NEPRA).
A draft act for the establishment of the authority is expected to be finalized in the coming days, ensuring compliance with constitutional and legal provisions. Once approved by the provincial cabinet, the draft will be presented in the provincial assembly for final legislation.
A high-level meeting, chaired by Special Assistant to the Chief Minister on Energy, Engineer Tariq Saduzai, reviewed the progress on the initiative. The meeting was attended by Secretary Energy and Electricity Muhammad Zubair Khan, Additional Secretaries Shah Fahad and Abdul Haseeb, and senior officials from the department.
During the meeting, participants were briefed on the vision of Chief Minister Ali Amin Gandapur, which prioritizes the establishment of a regulatory body to manage licensing, transmission, distribution, and electricity procurement from various energy projects using provincial resources. A private consultancy firm, SEED, also provided an update on the proposed authority’s framework.
It was decided that experts would help finalize a draft proposal to expedite the establishment of the regulatory authority. Special Assistant Engineer Tariq Saduzai emphasized the urgency of creating a provincial regulatory authority to address the province’s energy challenges effectively.
He noted that Sindh has already established its own regulatory body and expressed confidence that Khyber Pakhtunkhwa would become the second province to do so. Once operational, the authority is expected to resolve several electricity-related issues at the provincial level, ensuring better energy management and efficiency.
