PESHAWAR: The Provincial Civil Service (PCS) and Provincial Management Service (PMS) officers on Saturday accused chief secretary and secretary Establishment of shelving the report of the cabinet committee that was approved by the chief minister to address their problems.
The PCS and PMS officers held a meeting that was chaired by Abdullah Mehsud which was informed that the chief minister had approved the report of ministers’ committee addressing their several demands, but the chief secretary and secretary Establishment were not implementing it.
The officers also demanded that the report should be made public and the chief secretary, whom they termed a controversial chief of the provincial bureaucracy, should be removed forthwith. They officers also lamented that the committee was also not responding
to their frequent requests to help implement its own report. They said that despite of a pen-down strike and week-long sit-in by about 700 PCS and PMS officers, none of their demands was met.
The case of the PMS against the Pakistan Administrative Service (PAS) officers, is still pending with the provincial assembly committee on reforms and not a single meeting has been called to resolve the issue, the meeting was further informed.
The cases of victimisation have yet to be resolved despite directives of the ministers committee no action has been taken in this regard, the officers said.The meeting also took up the matter of the posting of the political agents and the PCS officers were informed that the posting of the PAs by the Establishment Department without the approval of governor has been annulled by the federal government that showed that an illegal sanction for posting of these officers was granted by the chief secretary and demanded proper investigated into the matter.
They said that junior and inexperienced PAS offices were being posted as deputy commissioners and PAs. To finalise strategy for the upcoming pen-down, sit-in and long march, some 50 focal persons were nominated at the meeting for all districts and departments. A committee also constituted to prepare a white-paper on governance crisis in the province which would be submitted at the next meeting.
