The Khyber Pakhtunkhwa government has decided to roll out a province-wide e-registration system, complete the Computerized Land Record Management Integration System and GIS mapping of state land as part of a major overhaul of the revenue administration.
According to a statement, the decisions were taken at the second policy meeting of the Revenue and Estate Department, chaired by Provincial Minister for Revenue Tariq Mahmood Aryani in Peshawar.
The meeting was overseen by Revenue Working Group Chairman and MNA Muhammad Atif Khan and attended by MNA Arbab Sher Ali, Senior Member Board of Revenue Zahir Shah Khan, MPA Muhammad Naeem Khan, digitalization expert Khalid Saeed, Director Land Record Yasir Hassan and other relevant officials, the statement said.
The meeting reviewed progress on recommendations made during the previous policy session and directed authorities to expedite the implementation of the new revenue policy. The meeting also warned of strict departmental action against officials found responsible for negligence or delays in revenue services.
It was decided that officials responsible for negligence or unnecessary delays in processing property mutations, correction of ownership records or issuance of land ownership certificates (Fard) at the Board of Revenue Dashboard and Service Delivery Centres would be served show-cause notices under the relevant rules.
Participants were informed that dedicated counters would be established at all Service Delivery Centres to address issues related to Khana Kasht (cultivated land records). An outbound complaints call centre will also be launched to collect public feedback and grievances, which will be integrated with the Revenue Dashboard.
The meeting approved the implementation of an e-registration system for property registration and mutations across the province.
Officials said the system would enable online transfer of land ownership, eliminate duplicate and fraudulent property transfers and ensure that only land registered in a person’s name could be transferred.
The government also approved GIS mapping of state land and the introduction of an encroachment alert system under which the relevant officer would be held accountable for encroachments occurring during his tenure.
In addition, the meeting approved outsourcing and online issuance of Fard (land ownership certificates), making the service available through NADRA e-Sahulat centres, the Revenue Dashboard and patwar offices.
The meeting also approved declaring at least one district a pilot “Model Digital District,” where the entire land revenue record will be digitized. Participants stressed the need to complete the Computerized Land Record Management Integration System at the earliest. Officials said the system would enable overseas Pakistanis to complete the sale of their properties from abroad.
Provincial Minister Tariq Mahmood Aryani directed Senior Member Board of Revenue Zahir Shah Khan to obtain detailed reports from deputy commissioners of all districts on deficiencies at Service Delivery Centres, including shortages of staff, solar power systems and other revenue-related issues.
Revenue Working Group Chairman Muhammad Atif Khan praised the performance of Senior Member Board of Revenue Zahir Shah Khan and his team and reaffirmed the government’s commitment to the early implementation of the new revenue policy.
