Don’t ‘Waste’ (I)

Karachi’s waste problem is usually measured in tonnes. The city generates an estimated 14,800 tonnes of municipal waste every day. But the real story begins after the first tonne leaves a household. It travels through neighbourhoods, onto roads, into trucks, through transfer points and eventually to landfill sites. At every stage, something is lost-money, recyclable material, environmental safety and, sometimes, public health. Karachi therefore does not have only a garbage problem. It has a waste-management problem.
The quantity itself is becoming difficult to ignore. Estimates have varied over the years because different studies use different definitions and methods. Research has placed Karachi’s daily generation above 15,000 tonnes and, in some assessments, above 20,000 tonnes. Recent official estimates are around 14,000-14,800 tonnes. Rather than arguing over one number, the more important message is that Karachi is producing millions of tonnes of waste every year, and the volume is unlikely to decline without a deliberate change in consumption and disposal patterns.
That growth has consequences beyond the number of trucks required to collect it. More waste means more workers, vehicles, fuel, transfer capacity, machinery and landfill space. It also means larger public expenditure. If Karachi continues to add thousands of tonnes to its waste stream, the city will eventually have to spend considerably more simply to move and dispose of what its residents throw away.
But not everything in those tonnes is actually waste. Studies of Karachi’s waste composition indicate that organic material forms the largest share, while paper and plastic also make up significant portions. One detailed study estimated organic waste at about 47 per cent, paper at nearly 16 per cent and plastic at more than 11 per cent. The exact proportions differ between studies and locations, but the larger point remains unchanged: a sizeable part of Karachi’s “garbage” could be recovered, recycled, composted or converted into energy instead of being buried.
The problem is that these materials are often mixed together from the beginning. Food waste, plastic packaging, paper and other discarded material enter the same waste stream. Once mixed and contaminated, their recovery becomes more difficult and expensive. A recyclable bottle has value before it becomes contaminated with food waste; afterwards, it is simply another item requiring collection and disposal. The city is therefore not only throwing things away-it is throwing away their potential value.
The next stage is transportation, which is rarely discussed with the same attention as collection. A waste truck should provide a secure link between the neighbourhood and the disposal facility. When waste is carried in poorly covered vehicles, however, the journey itself can become a source of pollution. Lightweight plastic and paper can escape into the streets, while wet organic waste can produce odours and attract insects. The material collected from one location can consequently reappear somewhere else along the route.
This becomes particularly visible before the monsoon, when Karachi undertakes large-scale cleaning of its drains. The removal of accumulated waste is necessary, but what happens afterwards deserves equal attention. The material extracted from drains is loaded onto dumpers and transported through the city. If it is not properly covered, debris can fall onto roads and spread into the surrounding environment. A motorcycle rider passing beside such a vehicle may encounter dust, plastic, mud and other contaminated material. Cleaning a drain while allowing its contents to scatter elsewhere is not a complete sanitation operation.
There is another reason drain waste matters. Karachi’s drains are already under pressure from the indiscriminate disposal of solid waste. Plastic bags and other materials can obstruct the flow of stormwater, increasing the vulnerability of low-lying areas during heavy rainfall. Every plastic bag that enters a drain therefore has the potential to become part of a much larger urban problem. Waste management and flood management may appear to be separate responsibilities, but on Karachi’s streets they are often the same problem viewed from different angles.

Eventually, the collected waste reaches the city’s landfill sites, principally Jam Chakro and Gond Pass. This is where the public often assumes the story ends. It does not. A landfill is not a disappearance machine. What is buried continues to undergo physical and chemical changes, producing consequences that can extend beyond the boundaries of the disposal site.
Organic waste decomposing without sufficient oxygen can generate methane, a potent greenhouse gas. Karachi-specific research has estimated a substantial greenhouse-gas burden from waste disposed of at its dumpsites. Landfills can also generate leachate-the polluted liquid produced when water passes through decomposing waste. If not properly contained and treated, leachate can threaten soil and groundwater. Research around Karachi’s landfill areas has raised concerns about groundwater quality and the environmental implications of landfill leachate.
This is particularly important because landfill impacts do not necessarily remain confined to the landfill. Soil, groundwater, air and nearby communities can become part of the environmental equation. The people living around disposal sites may face odours, smoke, insects and other nuisances, while uncontrolled decomposition and burning can add further pollution. The issue is therefore not whether Karachi needs landfill sites. It does. The issue is whether landfill should remain the principal destination for materials that could have been recovered earlier.
Internationally, the direction of modern waste management has increasingly been towards reducing waste at source, reusing materials, recycling, recovering organic resources and using landfills only for the residual fraction. Karachi does not need to reproduce another country’s system overnight, but it can adopt the underlying principle: the best tonne of waste is the tonne that never needs to be buried.
That requires a change at two ends of the system. At household level, residents can reduce unnecessary packaging, avoid disposable items where alternatives exist, separate organic waste from dry recyclables and ensure that paper, plastic, metal and other recoverable materials do not become unnecessarily contaminated. These actions may appear small, but multiplied across millions of households, they can significantly change the composition of the waste reaching municipal collection systems.
Government, meanwhile, has to provide the infrastructure that makes responsible disposal possible. Karachi needs systematic source segregation, material-recovery facilities, modern recycling plants, composting facilities and properly designed systems for converting suitable organic waste into biogas or other useful products. The objective should not be to find larger places to dump larger quantities. It should be to reduce the quantity that needs dumping in the first place.
There is also an economic opportunity hidden inside this crisis. Organic waste can become compost or biogas. Paper, plastic, glass and metals can return to productive use. Even the waste that cannot be recycled can be assessed for appropriate energy or material recovery before disposal. Such a system would create jobs and industries while reducing pressure on landfills. Waste would begin to be treated as a resource rather than simply a municipal burden.
Karachi cannot indefinitely collect more, transport more and bury more. If the city’s waste stream continues to grow, tomorrow’s challenge will not merely be finding more trucks or more land. It will be managing the environmental and financial consequences of everything those trucks carry. The solution does not begin at Jam Chakro or Gond Pass. It begins much earlier-in the household, at the collection point, on the truck and at every decision about what should be recovered and what should finally be buried.
The question Karachi should therefore ask is not simply, “Where will we put our waste?” It should be, “How much of it should ever reach there?” The difference between those two questions could determine whether Karachi continues to bury its waste problem-or finally begins to reduce it.
