PESHAWAR: Chief Minister Khyber Pakhtunkhwa Pervez Khattak has directed to complete the inquiry report for the sub-standard professional services in Rural Health Centre Akbarpura of the centre and deployment of class IV employees for administration of the healthcare facilities there.
He also directed to firm up PC I for the secondary and primary healthcare at district and Tehsil level in order to strengthen efficient healthcare there.
He was presiding over a meeting to discuss the issues of Mian Rashid Hospital Pabbi and extension of healthcare facilities at district and Tehsil level here at Chief Minister Secretariat Peshawar today. Provincial Minister Shahram Tarakai, MPA Mian Khaliqur Rehman, Naib Nazim town Nowshera, Secretary Health, Chief Executive RAHBAR NGO and other concerned officials attended.
The Chief Minister said that his government would never ever compromise on efficient healthcare in the province. Inefficiency in the services was intolerable because his government made legislations including Right to Information and Right to Services.
Under these circumstances, even a lay man could ask for the information about the utilization of resources in all sectors by the government and the services available for them. The people have been empowered to ask about, which direction the government, took for the utilization of resources and the people themselves are a check and balance on the present dispensation system. Political check and balance is necessary but political interference is undesirable and should be done away with adding that it was the political interference that rendered the public sector institutions inefficient in the past.
He sent a message loud and clear that his government was totally a different dispensation and it intended to deliver in consonance with the people`s expectations. It would ensure good governance and efficient healthcare at all cost.
Pervez Khattak said his government was not in favour of upgradation of facilities which could not be made available but it would ensure that what ever facilities required in public sector institutions, would be ensured that these are available to the people.
Chief Minister directed all departments to route their advertisements through Information Department. On this occasion the Chief Executive of REHBAR NGO requested for an amicable resolution of issues concerning the Mian Rashid Hospital Pabbi between the NGO and the Health Department which was accepted on the condition that the NGO would formally request for it and the issue would be resolved in the best public interest.
Whistle blower law to eliminate corruption: CM
Chief Minister Khyber Pakhtunkhwa Pervez Khattak has said that the essence of the whistle blower law is to eliminate corruption and corrupt practices in the public affairs and the governance related issues strengthening the check and balance mechanism in all spheres of public dealings including the judicial utilization of hard earned public resources.
He was presiding over a meeting of the select committee on proposed whistle blower act at the Provincial Assembly Secretariat Peshawar. Senior Minister for Local Government Inayatullah Khan, Minister Law Imtiaz Shahid Qureshi, MPAs Muhammad Ali Shah, Jafar Shah and Mehmood Bittani and relevant officials attended the meeting. The meeting took for debate the relevant law and discussed threadbare its various sections. The participants presented certain amendments to the proposed law and made certain recommendations to make it more effective and reconcile to the ground reality.
Addressing the participants, the Chief Minister said that the set of legislations, his government brought about would lead to an open and transparent governance in the province. These laws would bring an end to corruption and corrupt practices and would determine the level of authority and the responsibility attached to these authorities. He said that the whistle blower would also be a check to discourage commission and would ensure that whatever was indicated in the PC-I of any developmental scheme would have to be on ground. The government would spurn into action for any mismatch in this regard and action could be initiated against the corrupt practices.
He also agreed to the composition of commission to be headed by a chairman and the members of it would be for a term of three years with the age limit falling between 45- 65. The power and authority of the chairman would also be the organizational structural and disposal of day to day affairs. Financially an autonomous body, its monthly remuneration would be met from out of provincial consolidated fund. After preliminary inquiry, determining the status of the complaint, it would initiate full inquiry with the time tag. The commission would have to complete its inquiry within 60 days. The whistle blowers act would also have some safeguards for the protection of whistle blowers against any victimization and disadvantages position.
However, any mala fide intension if found, this protection would be commensurate with the punishment of 50 lac rupees and three years imprisonment. The Chief Minister directed the relevant quarters to prepare a mechanism for the enforcement of the law, once it is passed by the Assembly and the victim would be allowed to claim compensation.
