PMS Association Alarms Authorities Over Alleged Unconstitutional Favoritism Towards Federal Civil Servants.

Provincial Management Service Association extends its appreciation to the Chief Secretary of Khyber Pakhtunkhwa for favoring his unconstitutional and illegal battalion of federal civil servants at the expense of the rightful and constitutional service of the province. Furthermore, the Association also commends the Chief Secretary for never honoring his promises. It is evident that PAS officers are unconstitutionally posted in the provinces through a fraudulent agreement, which the establishment division claims to be “confidential.” The so-called post-sharing formula of 1993 has been altered from a percentage-based distribution to exact figures in each grade.
For instance, in BPS-17, the share of the PAS officers amounts to 63 positions, including the posts of Assistant Commissioner, Additional Assistant Commissioner, Section Officer, Finance Officer, Secretary Public Safety Commission, and Assistant Director. However, only the post of Assistant Commissioner is occupied by PAS officers, while the rest of the positions remain unassigned. This biased practice adversely affects and diminishes the chances of posting PMS officers to the position of Assistant Commissioner. It is imperative that the posting of PAS officers against the allocated 63 seats in BPS-17 should be equitable across all mentioned posts, rather than being limited to a single position, leaving the others vacant. The posting of PAS officers against these 63 positions must adhere to the following details to ensure merit and justice:
