The Federal Investigation Agency (FIA) Islamabad Zone has unearthed an alleged fake medico-legal certificate (MLC) racket operating at the Pakistan Institute of Medical Sciences (PIMS), arresting three suspects during a trap raid conducted by its Anti-Corruption Circle.
According to an FIA spokesperson, the operation was launched on credible intelligence after obtaining approval from the competent authority and under the supervision of a judicial magistrate. During the raid, an FIA official acted as a decoy applicant and was provided marked currency as advance payment for obtaining a fake medico-legal certificate. The suspects were arrested red-handed while accepting the bribe.
Investigators revealed that the accused were issuing forged medico-legal certificates in exchange for illegal gratification, enabling the registration of false criminal cases at various police stations in Islamabad.
The FIA further disclosed that in cases where no visible injuries existed, superficial cuts were allegedly inflicted on individuals and stitched to fabricate injury evidence, which was then used to prepare fake medico-legal reports.
During the operation, Muhammad Usman, a Lower Division Clerk (LDC) at the Medico-Legal Office, was arrested while receiving Rs50,000 in marked currency. On his identification, a Medico-Legal Officer and ward boy Rameez Akhtar were also taken into custody.
Officials seized old fake MLC records from the hospital.
Forensic examination of the suspects’ mobile phones reportedly uncovered incriminating chats and banking transactions linking them to the alleged criminal activities.
A case has been registered against the accused under Sections 420, 468, 471 and 109 of the Pakistan Penal Code, along with Section 5(2) of the Prevention of Corruption Act, 1947, through FIR No. 38/2026 dated July 21, 2026.
The accused were produced before the court, which granted a three-day physical remand of the two male suspects, while the Medico-Legal Officer was sent to jail on judicial remand.
Further investigation is underway.
