In a landmark achievement for public sector governance and digital transformation, the Fisheries Department, Government of Khyber Pakhtunkhwa, has successfully conducted Pakistan’s first-ever electronic auction (E-auction) of fishing rights for Tarbela Dam, setting a new benchmark for transparency, competition, and revenue generation in the management of public natural resources.
The online auction attracted unprecedented participation from investors across the country, culminating in a record highest bid of Rs. 570,000,085 for the lease of fishing rights of Tarbela Dam for the financial years 2026–2029.
The previous lease amount for the same water body stood at Rs. 150,000,000, reflecting an extraordinary 280% increase in government revenue through the adoption of the digital auction system.
The E-auction portal was conceived and developed under the leadership of the Secretary, Livestock, Fisheries and Cooperative Department, utilizing the department’s own resources and the expertise of the Secretariat’s IT team.
The initiative demonstrates how indigenous technological innovation can modernize governance without imposing additional financial burden on the public exchequer.
The Fisheries Department offered the fishing rights of 17 public water bodies across Khyber Pakhtunkhwa through the newly introduced digital platform for the 2026–2029 lease period.
By replacing the conventional manual auction process with a secure online bidding mechanism, the department ensured equal access to all eligible participants, enhanced transparency, eliminated discretionary practices, and encouraged fair market competition.
Officials stated that the remarkable increase in bid values is a clear indication that digital governance can significantly enhance the economic value of public assets. The online system broadened participation by allowing bidders from different parts of Pakistan to compete on a single platform, resulting in market-driven prices and substantially higher returns for the provincial government.
The successful implementation of the E-auction system is expected to generate multiple long-term benefits, including increased government revenues, improved investor confidence, enhanced accountability, reduced administrative costs, and more efficient management of fisheries resources. The initiative also aligns with the Government of Khyber Pakhtunkhwa’s vision of promoting e-governance, transparency, and digital public service delivery.
The success of the Tarbela Dam E-auction marks a transformative moment for Pakistan’s fisheries sector and is expected to serve as a model for other provinces seeking to modernize the management of public resources through digital technologies. The initiative demonstrates that transparent, technology-driven governance not only strengthens public confidence but also delivers substantial economic dividends by maximizing the value of state-owned assets.
