District Development Advisory Committees (DDAC) of upper Chitral held at district headquarter Booni under the chair of Chairman District Upper Chitral Member Provincial Assembly Maulana Hidayatur Rehman In DDAC meeting was attended by heads of all line departments including officials of the district administration of Upper Chitral.
Heads of all the line departments presented their performance (progress) reports. Executive Engineer (XEN) Communication and Works Department C&W was urged to speed up the ongoing work on the roads under the C&W department, who assured that we will do our best. XEN assured that Construction of these roads will be completed as soon as possible.
The District Health Officer was instructed by Chairman DDAC to consider the recent dismissals of health technician in the health department and to inform the higher authorities about the dismissal of the employees for sympathetic review keeping in view the backwardness situation in Upper Chitral district. So as to reinstate them if possible.
During the meeting chairman raised the issue about the public concerns about the employees recruited in the food department, the district food controller said that all the recruitments were done outside the district i.e. from Swat. All their responsibility for recruitment is Assistant Director Food department Malakand.
DFC Upper Chitral expressed their helplessness in this matter.
It is worth to mention here that in the recent recruitment in food department on various vacant posts the local people were not recruited in the grain warehouse at different places and in some areas, there are reservations of the landowners who donated their land fir warehouses but they were ignored.
Chairman DDAC Upper Chitral says, “I am the only MPA of two districts Lower and Upper Chitral District but food department recruited Class IV staff without taking me in confidence. And often of them are without following merit policy but on recommendation of ministers and bureaucratese only.
He said that the public also alleged that in these recruitments money were taken in all the recruitments as bribe which violated the merit policy of government which against the justice. Chairman DDAC District Upper Chitral Maulana Hidayatur Rehman while talking to our correspondent said that when any problem arises, I call a meeting of DDAC on it.
But this meeting was call to discuss , the recruitments in food and other departments where local and entitle candidates were deprived from their genuine right ie employment which is violation of merit.
He said that in the recruitments that have taken place in the (Food) department this time, I was completely ignored and not taken into confidence.
Chairman DDAC Maulana Hidayatur Rehman said that for these recruitments, the local officers (head of line departments) were removed from these departments in Upper Chitral and the officers from down districts were posted here only so that they could recruit people of their choice at the behest of the minister of that department.
Sixteen employees who have been recruited in the Food Department were recruited only on the recommendation of the Minister, Secretary and other officers.
A grain warehouse has been built in Brep, and Gohkir, for which the people have given their land but they were ignored and appointed irrelevant people who were recommended politician, which has created a lot of problems and the land owner has threatened.
They said that they will lock these warehouse if they were not recruited and will not allow the non-local staff. He demanded from the Chief Minister of Khyber Pakhtunkhwa to take notice of this issue and at least recruit meritorious and entitled people for the posts of class IV (four).
Chairman DDAC demanded for recruiting of land owners and entitled people only on these vacant posts. The meeting ended with the prayer words of Maulana Hidayatur Rehman.
